The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
Design and build data pipelines: Create scalable and reliable data pipelines using tools like Apache Kafka Apache NiFi and cloud-based services (e.g. AWS Glue). Implement and maintain the Extract Transform and Load (or Load and Transform) processes to move data from source to target systems. Develops ETL pipelines in Databricks and Python. Optimizes data ingestion from multiple source systems. Design develop and operate systems and features relating to data ingestion and transformation.
Data transformation and cleansing: Apply advanced techniques like parsing cleansing normalization and transformation to ensure
data quality and consistency. Monitor and troubleshoot data pipelines to identify and fix inefficiencies optimize performance and ensure scalability. Designs transformation logic to ensure compliance with data model standards.
Data validation and quality: Conduct data validation and testing to ensure accuracy consistency and compliance with data governance policies. Monitors data flow performance and scalability across cloud environments. Stay up to date with emerging technologies and methodologies to enhance data processing capabilities.
Cross-functional collaboration: Working with data analysts engineers and scientists to understand data requirements and
translate them into technical solutions; as well as to ensure the best experience for our customers. Document data processing workflows best practices and technical specifications for knowledge sharing and maintainability. Provide considerate and timely review of your peers design proposals and pull requests.
- Probationary Period - All newly appointed employees to the competitive (or excepted) service are subject to a probationary (or trial) period. During this time your performance conduct and suitability for continued employment will be evaluated. You will not automatically convert to permanent status at the end of the probationary (or trial) period. Your supervisor must affirmatively determine that continued employment is in the best interest of the Federal service. If no certification is made before the probationary (or trial) period ends your appointment will be terminated. - Probationary Period - A person who is required to go through a probationary period and then is transferred promoted demoted or reassigned before he or she completes such period is required to complete the remainder of the probationary period in the new position.
- U.S Citizenship - Must be a U.S. Citizen or National and provide proof of U.S. Citizenship.
- Selective Service Registration - Males born after December 31 1959 are required to be registered with the Selective Service System or prove they are exempt from having to do so.
- Personal Identity Verification (PIV) - Must provide 2 forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These documents must be unexpired original or certified copies.
- Independently applying IT principles concepts methods and practices to plan analyze implement maintain troubleshoot or enhance IT systems services hardware software applications interfaces scripts or related technology environments.
- Performing computer projects operational or application-related assignments involving IT requirements and techniques including resolving technical issues validating system application or code testing and configuration.
- Preparing technical documentation and applying federal cybersecurity privacy or regulatory requirements.
- Working directly with customers stakeholders users and technical teams to define business or technical requirements advising on feasible IT approaches and implementing secure reliable scalable IT solutions including application enhancements where applicable.
- Assessing system service or application performance availability reliability usability and operational effectiveness.
- Identifying risks recurring issues or defects; and recommending or implementing corrective actions consistent with established policies and procedures.
- Analyzing multiple technical alternatives and advising management or IT specialists on the selection configuration implementation or improvement of IT solutions including application components where applicable to support mission and operational requirements.
- Operating Python Spark Databricks and AWS data services. Applying data normalization ingestion automation and schema mapping. Utilizing Structured Query Language (SQL) for searching manipulating and validating large datasets and scripting languages like Python for automation and testing.
- Experience with data quality dimensions (e.g. accuracy completeness consistency). Utilizing Extract Transform Load (ETL) processes and data pipelines and cloud platforms like Amazon Web Services (AWS) Azure or (Google Cloud Platform) GCP.
- Experience Applying DevOps and automation best practices by utilizing CI/CD repositories and pipelines and deployment automation (e.g. GitHub GitHub Actions workflows) to ensure secure reliable repeatable and scalable delivery of data engineering solutions and platform enhancements.

- PERFORMANCE RATING: Current federal employees must have at least a fully successful or equivalent performance rating to receive consideration.
- TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement by the cut-off date) specified in this job announcement current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate known as time after competitive appointment. For this requirement a competitive appointment is one where you applied to and were appointed from an announcement open to All US Citizens
- TIME IN GRADE (TIG): Federal employees must meet time-in-grade requirements. For positions above the GS-05applicants must meet applicable time-in-grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-05 you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02 03 or 04 positions.
- MINIMUM AGE REQUIREMENT: Minimum age for federal employment is 18 years old or at least 16 years old and have:
- Graduated from high school or been awarded a certificate equivalent to graduating from high school; or
- Completed a formal vocational training program; or
- Received a statement from school authorities agreeing with your preference for employment rather than continuing your education.
