Help build the future of Washingtons healthcare systems as a Project Lead at the Washington State Health Care Authority (HCA). Lead full-stack development for the Medicaid and CHIP Quality Rating System from architecture to production.

About the division:
The Enterprise Technology Services (ETS) division develops and provides all Information Technology services and business solutions throughout the HCA and externally with partner agencies (DSHS DOH and Health Benefits Exchange L&I DOC). HCA has 114 solutions applications and databases in its IT Portfolio.
About the position:
This position serves as a professional technical senior/specialist and project lead for cross-functional (full stack) .NET application and database development for ADS. As a project lead for the Medicaid and CHIP Quality Rating System project this position leads and provides technical expertise direction and technical oversight for all: front-end middle-tier and back-end development activities. This position will provide support and maintenance work once the system has launched into production. This ADS project lead position serves as HCAs applications architect for initial ideation development support and enhancements. The position is responsible for leadership and advanced-level applications development expertise for programmers. Responsibility includes all aspects of software development lifecycle (SDLC) resulting in database software solutions in order to support a broad organizational scope with focus on development and deployment of systems supporting:- The agencys 13 divisions IT business solutions specifically the Medicaid and CHIP Quality Rating System project.
- Maintaining and providing support for the Medicaid and CHIP Quality Rating System once it has been operationalized.
- Mission-critical functions for HCA line-of-business programs that operate 24x7 and have Federal and/or State mandates.
- Legal or financial time-sensitive customer and public support functions.
- High-impact systems that span agency-wide multiple agency or state-wide and public-facing applications that serve Washington state residents that seek to purchase a firearm.
This position is eligible to telework and is typically not required to report on-site.The default assigned work location of all Health Care Authority (HCA) positions both on-site and telework eligible positions is within the State of Washington. This position reports to Olympia WA. Frequency of onsite work will vary based on business and operational needs. All agency employees are required to report on-site in Olympia on their first and last days of employment to pick up and return state-issued equipment regardless of telework status or location.- Duties
Some of what you will do:
- Independently and with considerable discretion apply highly specialized technical skills and senior/specialist knowledge in application and systems development to design develop test implement and modify/maintain the database and model-driven application architecture solutions for high-risk high-visibility multi-dimensional web-enabled information systems built with Microsoft C# MVC Razor Entity Framework LINQ JavaScript/JQuery Bootstrap Microsoft SQL Server RDBMS Transact-SQL SQL Server Integration Services SQL Server Reporting Services Microsoft Power BI and RESTful API web technologies.
- Apply comprehensive advanced level software development and analysis skills to evaluate software architecture patterns object-oriented design concepts and abstraction techniques coding languages view model technologies OLTP database modeling and design query languages entity modeling performance tuning and security best practices and standards to make sound solution decisions for building information technology systems.
- Exercise advanced technical proficiency in utilizing multiple and disparate technology system Application Programming Interfaces (APIs) to perform systems integration for development of end-to-end workflow solutions to meet strategic service-oriented agency automation needs.
- Serve as a primary software architect and technical consultant on the architectural design of complex multi-user agency-wide and public-facing database application systems application programming interfaces new data models including relational database design and normalization and data integration solutions.
- Provide guidance on industry direction and new capabilities/emerging technologies to determine applicability to the information systems that are supported.
- Lead technical demos of research and development test projects to demonstrate proof of concepts.
- Qualifications
Required qualifications:
This experience can be concurrent:
- Five (5) years experience with applications development with Microsoft Visual Studio C# technologies including software design patterns Microsoft SQL Server including relational database design and modeling writing TSQL queries developing Microsoft SQL Reporting Services and Microsoft SQL Integration Services solutions.
- Two (2) years experience with Software Development Lifecycle Management (SDLC).
- One (1) year experience in addressing application development security protocols and standards.
- One (1) year experience being directly involved with Agile / Scrum methodology practices.
Qualifying candidates will also meet one of the following criteria options:
Option 1:
- Masters degree in IT Computer Science or an IT related field.
- Three (3) years of progressive (continuing to grow professionally) professional IT experience such as:
- Consulting analyzing designing programming installing and/or maintaining computer software applications hardware or network infrastructure equipment.
- Directing IT projects.
- Providing customer or technical support in IT.
- Administering or supervising staff who performed work in any of these IT disciplines.
Option 2:
- Bachelors degree in IT Computer Science or IT related field or equivalent.
- Five (5) years of the experience listed above.
Option 3:
- Three (3) years as a Journey Level IT Professional in State Government performing the experience listed above.
Option 4:
- Nine (9) years performing the experience listed above.
Required competencies:

- Working-level knowledge of serving as a project lead and associated responsibilities.
- Advanced knowledge skill and ability in relational database design and development.
- Advanced knowledge skill and ability in C# programming and solution development.
- Knowledge of Microsoft SharePoint Online and beyond Azure DevOps Server 2020 and beyond Internet Information Server 10 and beyond HTML 5 CSS Agile/Scrum Lean and ITIL concepts.
- Proficient with the software development life cycle (SDLC) developing and documenting user requirements project charters testing strategies and user test scripts.
- Excellent verbal and written communications skills.
Preferred qualifications:
- Experience designing developing testing implementing and managing large scale development and integration projects.
