Job Summary

JOB SUMMARY
The Human Resources & Technology Administrator performs advanced professional and administrative human resources functions for Travis County Emergency Services District No. 6 (District) and serves as the primary administrator of workforce staffing systems and related employee technology platforms. The position operates with a high degree of independence in coordinating human resource funtions maintaining workforce data and systems supporting employee relations and personnel processes and ensuring accurate and confidential employee records. The position also serves as the Districts liaison with contracted or assigned information technology professionals and vendors to coordinate the support security deployment maintenance and replacement of District technology systems networks devices and related business applications This is a professional-level position and does not serve as an executive officer or department head.

COMPENSATION
Industry competitive compensation package based on the candidates qualifications and experience with a starting salary range of $100000 - $120000 plus employee paid medical coverage with FSA option dental vision paid time off and retirement contribution.

DUTIES AND RESPONSIBILITIES
Essential duties and functions may include the following:
  • Administers and coordinates assigned human resource programs and employee services in accordance with District policies applicable laws and the Collective Bargaining Agreement.
  • Maintains confidential personnel records and HR documentation and performs periodic audits to ensure accuracy retention and regulatory compliance.
  • Assists with development review implementation and communication of District personnel policies procedures job descriptions forms and administrative guidance.
  • Supports talent acquisition and workforce transition activities including recruitment candidate tracking background screening onboarding promotional processes and employee separation activities.
  • Supports employee benefits and leave administration activities including workers compensation injury reporting FMLA and other leave-related processes.
  • Compiles and analyzes HR data workforce reports staffing information and metrics to support management decision-making and organizational planning.
  • Serves as the Districts primary administrator for staffing and scheduling software including configuration user access reporting data integrity training support vendor coordination and integration with payroll leave and overtime tracking.
  • Serves as the Districts liaison with contracted or assigned IT professionals and technology vendors and coordinates technology-related projects support requests system upgrades and issue resolution.
  • Coordinates employee technology needs associated with hiring transfers promotions reassignment and separation including accounts access management device deployment and equipment return.
  • Maintains inventory and lifecycle records for District computers tablets mobile devices and other assigned technology assets and assists with replacement planning and purchasing.
  • Supports District technology and cybersecurity practices including user access device management software standards employee awareness initiatives.
  • Assists with budgeting and purchasing recommendations for HR systems staffing software technology services licensing devices and related resources.
  • Maintains current knowledge of trends best practices regulatory changes and technology affecting human resources workforce management and administrative systems.
  • Performs other duties as assigned.
JOB REQUIREMENTS
Required Education and Experience:
  • Bachelors degree from an accredited college or university in Human Resources Business Administration Public Administration Information Systems Management or a closely related field.
  • Five (5) years of progressively responsible professional experience in human resources workforce administration business systems administration or a closely related field.
  • Experience administering enterprise software workforce scheduling/staffing systems HR information systems or comparable business applications.
  • An equivalent combination of education and relevant experience may be considered.
  • Valid Texas Drivers License
Preferred:
  • Professional HR certification such as SHRM-CP SHRM-SCP PHR or SPHR.
  • Experience working in a public-sector fire service emergency services or Collective Bargaining Agreement environment.
  • Experience administering public-safety staffing or scheduling software.
  • Experience coordinating with managed IT service providers technology vendors or internal IT professionals.
  • Working knowledge of Microsoft 365 identity/access administration concepts mobile device management endpoint support and basic network terminology.
Knowledge and skills:
  • Thorough working knowledge of human resource principles practices employee records and applicable employment-related laws and regulations.
  • Excellent verbal written and interpersonal communication skills including the ability to manage sensitive and confidential matters with integrity professionalism tact and diplomacy.
  • Strong analytical organizational project coordination and problem-solving skills.
  • Ability to independently prioritize multiple assignments meet deadlines document processes and follow issues through resolution.
  • Ability to translate operational and administrative needs into clear requirements for software vendors and IT professionals.
  • Ability to administer user-facing business systems maintain accurate data troubleshoot routine issues and coordinate resolution of complex technical problems.
  • Ability to prepare reports business correspondence procedures training materials and administrative documentation.
  • Proficiency with Microsoft Office/Microsoft 365 and the ability to quickly learn District software and technology platforms.
