Office of Employee and Business Services

The Office of Employee and Business Services (OEBS) provides customer service and operational support to ODJFS through five bureaus: Business Services Civil Rights and Labor Relations Human Resources Multimedia Services and Training and Educational Services. What You Will Do

The Human Resources Representative provides vital onsite HR support for employees at the Dayton ODJFS location. As the primary HR point of contact the selected candidate will handle a wide range of employee and business service needs including HR Labor Relations Training Facilities and general administrative support. This position will help maintain reliable local HR coverage while supporting agencywide hiring processes and onboarding efforts.

In this role you will perform core HR functions such as processing personnel actions coordinating recruitment and hiring steps responding to employee inquiries and supporting local engagement efforts. The incumbent will also manage onsite logistics like workspace readiness badge coordination IT access and other essential onboarding activities.

Job duties include but are not limited to:

  • Serve as the onsite HR contact for all employees at the Dayton facility providing guidance on HR policies leave administration benefits navigation timekeeping and HR systems.
  • Compose process and enter personnel actions including ePAR transactions and related documentation.
  • Deploy recruitment methods build and advertise vacancies and job postings and carry out established hiring processes.
  • Screen applications to determine whether minimum qualifications are met and assist supervisors with additional screening criteria when needed.
  • Coordinate recruitment tasks such as compiling applicant lists scheduling interviews or assessments and supporting both onsite and virtual interview processes.
  • Onboard new employees collect required documentation conduct background checks and prepare selection packages.
  • Manage local onboarding logistics including workspace and equipment readiness badge issuance IT access coordination and welcoming new employees.
  • Respond to inquiries from employees and the general public and provide earlystage assistance for workplace concerns or policy questions referring complex matters to Labor Relations or Workforce Administration when appropriate.
  • Maintain accurate human resources records prepare related reports and support entry of OAKS information.
  • Assist higherlevel HCM or administrative staff on special assignments reports and crossteam projects.
  • Support local internal engagement culture initiatives and communication activities.

Schedule: Full-time.

Hours: Standard workdays are Monday through Friday. Hours are between 7:00 a.m. and 6:00 p.m.

Travel: Occasional travel within the state of Ohio as needed.

The candidate at minimum must have the following:

Option 1:

  • 24 months experience in human resources.

Option 2:

  • Completion of undergraduate core program in human resources business or public administration.

Option 3:

  • 12 months experience as a Human Capital Management Associate 64611.

Option 4:

  • The equivalent of Minimum Class Qualifications For Employment noted above.

Pay Information

This position is in the State of Ohios E1 Pay Schedule Pay Range 10. Unless required by legislation or union contract starting salary will be the minimum salary of that pay range (step 1 currently $27.73per hour). These ranges provide a standardized pathway for pay increases. With continued employment new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.
