General Description
- The Seminole County Sheriffs Office is now accepting applications for the position ofHUMAN RESOURCES ANALYST.
This position coordinates and supports all phases of the candidate and pre-employment process including applicant tracking background screening to onboarding. The role maintains accurate personnel records and ensures effective use of the Applicant Tracking System (NEOGOV) and Human Resources Information System (Tyler-Munis) for data management and reporting. The HR Analyst collates analyzes and evaluates Human Resources Division policies procedures and practices to support continuous improvement of services to the Seminole County Sheriffs Office and the public. Experience and demonstrated proficiency in posting job vacancies including internal and external.
Guides applicants through each step of the hiring process maintaining engagement and delivering a positive candidate experience from application to hire.Compiles analyzes and presents monthly candidate and application reports including EEO applicant hiring and other workforce statistics as required.
Prepares applicant background investigations and assimilates information from multiple sources into a comprehensive package.
Coordinates applicant pre-employment/qualifying testing to include conducting computerized voice stress analysis testing and scheduling drug tests physicals and psychological exams. Regularly evaluates the process to ensure it leads to the most qualified applicants being presented in the hiring process.
Performs daily administration and maintenance of the Applicant Tracking System and Human Resources Information System ensuring accurate candidate tracking employee record management and data integrity.Maintains records with the Florida Department of Law Enforcement including separations higher education military leave concurrent and new hire forms.Conducts Applicant file reviews as required.
Coordinates the retrieval purging and storage of division records.
Manages and maintains personnel files ensuring all pre-employment documentation background screening results and new hire records are complete accurate and compliant.Oversees volunteer and internship program to include background processing onboarding/offboarding and maintenance of records.Maintains CIRVV and FALCON fingerprint database and assists with fingerprinting as needed.
Prepares offers onboarding documents and additional paperwork for new hires.
Assists with retrieving documents or data entry for audits.Assists with the Civil Service Board functions.May act as a liaison for the agency or division; may serve as an active participant in recruitment events.
Comply with all federal state and local laws regulations and policies that govern Human Resources.
Serves as a backup to the Senior Human Resource Analyst.
Performs other duties as assigned or as may be necessary in the efficient and effective performance of the position functions.
Minimum Qualifications
- Bachelors Degree in Human Resources Psychology Business or related field
- Three (3) years experience in a personnel office environment of which at least two (2) years must be in a Human Resources role with direct HR responsibilities
- Consideration may be given to an equivalent combination of related training education and experience
- Ability to type at prescribed rate of speed of 30 wpm
- Ability to become NCIC/FCIC certified within six (6) months
- Internal applicants must have completed the Seminole County Sheriffs Office one (1) year probationary period
- Must possess and maintain a valid Florida Drivers License

Regular and prompt attendance is mandatory in the performance of an employees duties for this position to include scheduled work hours required training activities calls for mandatory overtime needs and calls for service during times of an emergency.
Knowledge of business English spelling punctuation and modern office practices and procedures; of Microsoft Office applications.
Considerable ability to work independently to achieve accurate and timely results. Ability to maintain detailed accurate records and effective filing systems; to communicate effectively with Departments/Divisions outside agencies and the general public.
WORKING CONDITIONS
The work environment is generally in an office atmosphere. Work is generally performed during normal business hours although some overtime may be required.

External applicants for employment will submit to a thorough background investigation which includes but not limited to past employment/education verification driver license review credit history prior drug use history arrest/conviction record and computerized voice stress analysis (CVSA) testing. A certified examiner administers the CVSA with questions addressing illegal drug use and general questions of honesty and criminal history. Any dishonesty or deception on the Employment Application will disqualify your application.
The background investigation process may take 3-6 months depending upon the complexity of the applicants background and position for which youve applied. Applicants selected for employment will be provided a conditional offer and required to submit to a medical examination with drug screening.

An applicants tattoos and body ornamentation must be disclosed at the time of application and will be documented as part of the agencys review process even if otherwise meeting the Agencys policy.
