HSSE DOT Compliance Specialist

As part of Fugros Health Safety Security and Environment (HSSE) team The HSSE- DOT Compliance Specialist is essential in ensuring adherence to Department of Transportation regulations and maintaining fleet safety standards across North America. This role is responsible for supporting and verifying a centralized DOT/FMCSA compliance program across all business units.

The HSSE- DOT Compliance Specialist works closely with internal stakeholders and external vendors to optimize fleet compliance safety and operational efficiency. This position will serve as the subject matter expert (SME) for DOT compliance and will verify that all operations meet regulatory requirements while reducing operational financial and litigation risk. Additionally this position manages monthly compliance and driver behaviour reports for management review.

Job Responsibilities

• Lead by example and place Quality Health & Safety Security and the protection of the Environment as core values while never intentionally placing employees our processes customers or the communities in which we live and work at risk.
• Establish and lead a centralized DOT/FMCSA compliance program across all operating divisions while serving as the corporate authority on regulatory compliance.
• Develop implement and verify standardized procedures and ensure effective oversight of DOT systems
• Implement and verify a compliant Hours-of-Service (HOS) program including ELD usage monitoring and accountability.
• Implement and verify a formal Preventive Maintenance (PM) program and centralized tracking of inspections registrations and asset maintenance history.
• Conduct internal compliance audits and lead investigations and responses to roadside inspections regulatory audits and compliance violations.
• Implement a structured driver training program while serving as the regulatory liaison and ensuring ongoing alignment with changing requirements.
• Verify adherence to all applicable FMCSA/DOT regulations across driver qualification hours of service and fleet maintenance.
• Maintain oversight of driver qualification files ensuring completeness accuracy and validity of all required documentation (e.g. medical certificates MVRs).
• Monitor Hours-of-Service (HOS) compliance including proper use of ELD systems and address violations through corrective actions.
• Verify all vehicles and trailers meet regulatory requirements including inspections registrations and maintenance standards.
• Conduct compliance audits and reviews to identify gaps ensure consistency across divisions and verify implementation of controls.
• Lead and document investigations into compliance failures including roadside violations audit findings and regulatory breaches.
• Verify all compliance records are accurate current and audit-ready to support regulatory inspections and legal defensibility.
• Verify accountability through defined corrective actions including retraining process improvements and escalation where required.
• Maintain alignment with regulatory updates and ensure timely incorporation into operational practices.
• Support regulatory reporting requirements and interface with external auditors and enforcement agencies as needed.

Job Requirements

• Legally Authorized to work in the United States without restrictions.
• Possess a high school diploma or equivalent required. Higher education preferred.
• Have 7 years or more of experience working in an industry with U.S. Department of Transportation (DOT) regulatory requirements including transportation compliance driver qualification programs fleet operations or hazardous materials transportation required.
• Have 5 years of experience in DOT/FMCSA compliance fleet safety or transportation safety management preferred.
• Proven auditing experience including conducting internal and field audits assessing regulatory compliance identifying improvement opportunities and tracking corrective actions to closure.
• Experience managing multi-site or multi-division operations preferred.
• CDL OR DOT Driver preferred but not required.
• Excellent and effective oral and written communication interpersonal and organizational skills to develop business relationships and build trust.
• Possess strong working knowledge of computers and fluent in a variety of software applications (including but not limited to DOT Compliance Systems).
• Ability to travel up to 30% required.

Experience required with:

• ELD systems and HOS compliance tools
• Driver qualification management systems (e.g. DISA or similar)
• Fleet maintenance tracking systems
