Who We Need
Abilities First is seeking a full time Recruiter to support hiring in our special education programs. The recruiter will obtain approval and maintain all hire requests assist with the writing of internal and external employment advertisements conduct pre-employment screening interviewing where needed and reference checking. Requires excellent analytical organizational and computer skills. This role will assist program administrators with strategic workforce planning from the assessment of job responsibilities employee capabilities and development to familiarity with the external labor job market.
Schedule:
Full Time Non-Exempt: Monday Friday 8am 4:30 pm with flexibility to attend job fairs and related events that may occur outside standard schedule.
Pay Range: $25.43 - $27.72 per hour
Responsibilities:
- Will review departmental needs with managers assisting with staffing level analysis to ensure optimal coverage and obtain approvals on hire requisitions.
- Creates internal and external employment advertisements maintains job postings on employment websites ensuring postings are accurate and current.
- Builds applicant sources by researching and contacting local community services colleges employment agencies media and internet sites. Contacts previous applicants regarding new opportunities as appropriate.
- Attends job fairs and other employment related events.
- Maintains Applicant Tracking System (ATS) ensuring applicants are contacted timely and status of all applications are updated and applicants who have been screened and interviewed have detailed feedback and recommendations.
- Effectively utilize features of the ATS and HRIS to support efficient recruiting processes.
- Conducts telephone screening of candidates where applicable scheduling qualified candidates for interviews in their respective departments.
- Participates in interviews as needed.
- Corresponds with applicants as warranted providing status and sending post-interview correspondence.
- Determine salaries in accordance with the base wages in the Collective Bargaining Agreement and the applicable formula per our compensation strategy.
- Conducts/participates in salary reviews and compensation strategy changes.
- Conduct job analysis/assessment of job responsibilities as needed.
- Coordinates and completes pre-employment requirements (background checks health screening requirements etc.) along with the onboarding process ensuring employment requirements are met to maintain compliance.
- May attend program meetings to familiarize staff with various policies and procedures.
- May act as HR representative to various department staff/liaison committee meetings to facilitate effective interpersonal communication among employees and management.
- May prepare reports documents and analyze data as directed.
- Will consistently implement both active and passive recruitment methods to attract candidates.
- Maintains working relationship with union officers and adheres to terms of labor contract ensuring compliance with departments by implementing policies concerning wages hours and working conditions.
- Assists the Director of Human Resources with strategic workforce planning and agency wide initiatives.
- May assist with agency training initiatives where qualified.
- Operates within a recruiting team environment and assists other team members as requested.
- Represents Abilities First a positive and professional manner.
- Demonstrates proficiency in all goals and skillsets required on which performance will be evaluated.
- Ensures all trainings and certifications required are current and seeks further support and training where needed.
- Performs appropriate job-related activities as required by the immediate supervisor or as circumstances warrant.
- Ensures that all communication is handled appropriately and confidentially.
- Follows all agency policy and procedures and demonstrates continuous regard to personal safety and the safety of others.
- Adheres to the agency Code of Ethical and Legal Behavior which requires all employees consultants board members volunteers and affiliates to perform their responsibilities according to ethical and legal standards with honesty integrity fairness good faith and respect for others and the law.

Physical Demands
- Have the ability to sit and stand for extended periods of time.
- Have the ability to lift up to 25 pounds bend pivot and grasp with both hands in order to properly and safely handle files and equipment.
- Have the ability to work regularly and continuously on a computer and telephone for up to eight hours each day.
- Possess verbal and written communication skills in English to ensure adequate regulatory documentation.
Qualifications:
- Bachelors Degree in Business or related field; a combination of education and experience may be deemed acceptable by the Director.
- Requires excellent verbal and written communication skills.
- Requires excellent analytical organizational and computer skills with the ability to work with strict confidentiality.
- Must have a valid NYS drivers license with reliable transportation to travel to various sites throughout Dutchess and Orange counties.
- PHR / SHRM-CP preferred.
NOTE: The salary range represents the expected range of compensation for this position exclusive of fringe benefits or other job specific stipends where applicable. The actual starting salary for the successful candidate will be based on qualifications experience skills education internal equity and other job-related factors. Not all candidates will qualify for the maximum range.
