- This is a competitive posting and the position is open to all qualified candidates.Join one of the nations largest wastewater treatment agencies and play a pivotal role in securing and managing funding for the Wastewater Treatment Division (WTD). As the divisions Grants Administrator you will guide the development oversight and financial stewardship of major federal and state grants that support WTDs capital program.
Youll work alongside finance staff project managers and state & federal agencies to obtain funding for WTDs critical infrastructure investments while ensuring funding efficiency compliance and alignment with WTDs mission to safeguard water quality protect community resources and advance equity across the region.
About The Role:
The Grants Administrator leads and administers state & federal loans and grants compliance and financial reporting activities for the Wastewater Treatment Divisions capital and infrastructure this role you will guide the development submission and monitoring of major loans and grant applications ensure alignment with federal and state requirements and serve as the Countys representative with multiple state and federal grantor agencies.You will also develop internal processes conduct funding analyses negotiate agreements and provide leadership to project teams navigating funding cycles amendments schedule & scope changes and reimbursement processes. Your work directly strengthens WTDs mission to responsibly manage public resources support environmental stewardship and ensure equitable delivery of essential wastewater services across the region.
About The Team:
The Finance Section of the Wastewater Treatment Division provides financial management planning and strategic support for one of the regions largest and most complex utilities. The Debt Team works collaboratively across internal and external partners to manage $4 billion of debt that funds critical infrastructure. With a $14 billion planned capital investment in the next decade the Debt Team will work closely with WTD leadership to provide low-cost funding solutions to fund the capital program.

Job Duties
- Lead program development including preparing reviewing and monitoring loan / grant applications amendments and project budget changes
- Serve as the Countys liaison with federal state and local grantor agencies to ensure compliance with legal procedural and financial requirements
- Develop and implement internal guidelines deadlines and processes to support timely loans and grants program execution and improve efficiency
- Conduct funding analyses track project budgets and provide recommendations to management including strategies to secure and obligate loan and grant funding
- Oversee financial reporting reimbursement requests audit preparation and coordination with finance and project management teams to ensure compliance and fiscal accuracy
Experience Qualifications Knowledge Skills
Qualifications You Must Bring:
- Experience preparing and leading major loan and grant application submittal.
- Experience reviewing loan / grant specific regulations and guidelines to identify projects that match the requirements.
- Experience assisting in application amendment and revision processes for assigned Federal and State grants
- Experience working with inter-departmental teams to standardize processes
- Experience developing internal guidelines and deadlines to meet grant program schedules
- Experience in technical writing and proofreading skills including ability to draft grant & contract language and create templates and project reports
- Microsoft Excel competency to run analyses and create & use templates
- Proficiency in desktop research Research on grants / loans and monitor grant agencies
- Experience working as a liaison with federal and state grant agencies
- Ability to represent the Debt Team as a subject matter expert to leadership central finance partners and auditors
- Proven experience establishing and maintaining effective internal processes and ensuring compliance with federal state and local regulations accounting standards and audit requirements
- Experience supporting internal and external financial audits including preparing documentation responding to findings and implementing corrective actions
- Experience working collaboratively with external and internal partners to ensure accurate timely and compliant deliverables

Supplemental Information
- Remote and Onsite Work Details: The Finance Section works in a hybrid model with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is at the King Street Center 201 S. Jackson Seattle Washington 98104. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the departments hybrid environment.
