Area I: All current On-board Permanent and Indefinite Dual Status 32 and Title 5 (Competitive and Excepted) Technicians (Tenure: 1-Career 2-Conditional 3-Indefinite) - Only those Vermont National Guard members who are in permanent or indefinite technician status as a result of being competitively hired within that National Guard component applying for a position within the component which they are currently employed.
Area II: All Members of the Vermont Army National Guard.
Area III: Currently assigned service members in other branches of the military outside of the VTNG to include those assigned to Active Duty Reserve or other states National Guard.
Area IV: All individuals able to and willing to become members of the Vermont National Guard including prior service not currently assigned to a military component and non-prior service US civilians.
Military Grade/ Rank: CPT/O3 through LTC/O5
General Experience:

Specialized Experience:
Must have 1-year equivalent specialized experience to at least the next lower grade level before being eligible for the next grade level. Must have fundamental working experiences with a validated understanding of the basic principles and concepts of the financial management occupational series and grade.
Experiences gained through military technical training schools or civilian academic courses or related civilian work are included in the one-year on-the-job specialized experience.

Length of time is not of itself qualifying. Candidates experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however established compatibility criteria/assignments must be followed for Dual Status Technician positions. Education Requirements: Completed undergraduate or graduate education the awarded college degree should be in one of or a combination of the following disciplines: accounting business finance economics math statistics industrial management marketing quantitative methods or organizational management.
Financial Management Certification Requirements: The certification will not be used as a mandatory requirement in DoD hiring systems. A member who is not certified may still qualify for a position that requires DoD financial management certification as a condition of employment. The most qualified individual will be selected for a position.
Members of the financial management workforce are required to participate in the Financial Management Certification Program; therefore achieving certification is a condition of employment. Members of the financial management workforce must achieve the appropriate certification level for their positions within 2 years of notification of applicable certification requirements or the period of any extension.
The financial management certification program supports the professional development of the financial management workforce and provides a framework for a standard body of knowledge across all DoD financial business programs.
The financial management certification requirements may vary for positions dependent on the complexity and responsibility of the positions financial management supervisory and non-supervisory business programs.

This position is located in the Army Comptroller Division in the US Property and Fiscal Office (USPFO). The primary purpose of this position is to serve as the Chief Financial Officer (FM) for the state Army National Guard (ARNG). This position is responsible for meeting the congressional intent of the Chief Financial Officer Act. This Act updates the professional standards responsibilities duties and fiduciary liability of the FM. Coordinates financial programs which support the national and worldwide missions of the Department of Defense (DoD) by translating actions both past and proposed into meaningful and relevant information for use in the leadership and management decision-making process. Establishes the methodology for an effective and broad system of financial control ensuring the maximum utilization of all financial resources. Supervises professional technical and administrative personnel engaged in multifunctional tasks.
