Fiber Design Engineer

Position: Fiber Design Engineer

Celito Communications is seeking a full-time Fiber Design Engineer based in our
Raleigh NC office. This role is responsible for outside plant fiber design construction
coordination permitting route planning field surveys project documentation and
network records management across Celitos fiber network.

The Fiber Design Engineer will support the full lifecycle of fiber infrastructure projects
from estimating and field validation through detailed design permitting construction
support splicing coordination as-built documentation and closeout. This position
requires strong technical judgment project coordination field awareness and attention
to detail.

Core Responsibilities:
Fiber Network Design and Engineering
Design aerial and underground outside plant fiber routes for new builds
relocations network extensions and customer service delivery.
Prepare detailed design and construction drawings for permitting construction
crews splicers and internal stakeholders.
Perform field site surveys to validate routes construction requirements existing
infrastructure building entry options and potential design constraints.
Develop route designs network placement plans splice designs and
construction packages that are accurate buildable and aligned with Celito
standards.
Support both ring and hub-and-spoke fiber network topologies.
Produce and maintain detailed design records as-built documentation and fiber
network updates for assigned projects.
Use tools such as NexusWorx Microsoft Visio Google Earth KMZ files Adobe
Acrobat Microsoft Office and related design/documentation platforms.

Permitting Right-of-Way and Building Entry
Prepare and submit documentation required for NCDOT and municipal permits
related to fiber construction.
Build and maintain positive working relationships with NCDOT city contacts
permitting authorities and local municipalities.
Coordinate permitting timelines requirements revisions and approvals to keep
projects moving forward.
Design building entries for non-residential customer locations and network
facilities.
Work with property owners property managers landlords and customer
stakeholders to obtain approval for building entry designs.
Support execution of right-of-entry agreements and related documentation.
Ensure all permitting right-of-way and building access requirements are tracked
documented and communicated clearly.

Construction and Field Coordination
Coordinate with local subcontractors OSP construction crews fiber splicers
vendors and internal teams to support project execution.
Manage field activities related to fiber construction maintenance repair splicing
and project closeout.
Provide clear construction packages drawings route details and work
instructions to field crews and splicers.
Monitor construction progress identify blockers and help resolve field issues
quickly.
Perform post-construction quality assurance inspections to confirm work has
been completed accurately and to standard.
Review construction output against approved designs permits and Celito
documentation requirements.
Support invoice review and validation for construction crew and fiber splicing
activity.

Fiber Splicing and Network Records
Work closely with fiber splicers on network fiber splicing activity splice planning
troubleshooting testing and documentation.
Maintain accurate fiber network and splicing records using NexusWorx or other
approved fiber management systems.
Ensure fiber assignments splice records route information and as-built records
are accurate and current.
Support optical testing activities using tools such as OTDRs and light meters.
Assist with troubleshooting optical network issues fiber performance concerns
and physical-layer connectivity problems.
Ensure network records are updated after construction maintenance repairs
and emergency restoration events.

Project Management and Estimating
Manage assigned fiber design and construction projects from request through
completion.
Produce cost estimates for sales planning construction and budgeting
purposes.
Coordinate internal and external resources to keep projects on schedule.
Track project status milestones permitting progress construction readiness
open issues and closeout requirements.
Maintain accurate up-to-date project records for all OSP construction and
maintenance activities.
Communicate project updates risks blockers and dependencies clearly to
internal stakeholders.
Manage multiple projects at once while maintaining accuracy documentation
quality and follow-through.

Network Damage Maintenance and Emergency Response
Respond to fiber network damage incidents and coordinate repair activity
through completion.
Manage emergency repair documentation crew coordination splicing support
testing and record updates.
Coordinate with internal operations teams field crews splicers customers and
external stakeholders during service-impacting events.
Support timely restoration of network services while ensuring repairs are
accurately documented.
Assist with maintenance activities relocations and network improvement
projects as needed.
Manage NC811 activity as pertains to the Celito network.

Communication and Stakeholder Management
Communicate clearly with internal teams clients contractors property owners
municipal contacts NCDOT representatives and vendors.
Explain technical information in a clear professional manner both verbally and in
writing.
Maintain positive relationships with local subcontractors external partners
permitting contacts and property managers.
Collaborate with sales operations engineering service delivery construction
and customer-facing teams.
Represent Celito professionally in the field and in customer-facing or partnerfacing interactions.

Required Qualifications:
35 years of experience with aerial and underground outside plant fiber network
design and engineering.
Experience preparing detailed fiber design construction and permitting
drawings.
Experience working with NCDOT and local municipalities to submit and obtain
permits related to fiber network construction.
Experience with fiber network construction into non-residential buildings.
Experience coordinating with construction crews fiber splicers subcontractors
property managers and external stakeholders.
Ability to produce and maintain detailed design records as-built documentation
splice records and project records.
Experience using an OTDR and light meter.
Experience troubleshooting optical network issues.
Proficiency with Microsoft Outlook Word and Excel.
Experience with Google Earth and KMZ files.
Experience with Adobe Acrobat.
Strong project management organizational time management and
documentation skills.
Strong decision-making and problem-solving skills.
Effective verbal and written communication skills.
Ability to manage multiple projects in a fast-paced environment while meeting
deadlines and service expectations.
Valid drivers license with a satisfactory driving record.

Experience designing and implementing detailed fiber splicing for both ring and
hub-and-spoke topologies.
Experience supporting emergency fiber restoration network relocations and
customer-driven fiber builds.
Experience with commercial building entry design and right-of-entry coordination.
Familiarity with NC811 processes and utility coordination.
Prior experience in a telecommunications ISP fiber carrier or regional network
operator environment.

The ideal candidate is a detail-oriented fiber design professional who understands both
the engineering and field execution sides of outside plant fiber networks. This person
can survey a route create a buildable design coordinate permitting work with
construction crews and splicers maintain accurate records and see each project
through to completion.

This candidate should be comfortable working independently managing multiple
priorities communicating with external stakeholders and taking ownership of both
planned construction and urgent network repair situations. They bring technical
accuracy field practicality and strong follow-through to every project.
