Overview:
Emerging Tech is seeking aCapture Managertodrive growth acrossthe Department of Veterans Affairs (VA) andDepartment of War (DoW) with a specific focus on the Department of the Air Force and Department of Navy opportunities. This roleis responsible forleading and supporting capture efforts across the full lifecycle from opportunity identificationand qualification through proposal development and award for opportunitiescentered on cybersecurity healthcare IT modernization systems engineeringand program management andranging from $ Capture Manager collaborates with cross-functional teams to develop competitivecapturestrategies strengthen customer relationships and support successful federal IT contract Capture Manager reportsto the companys President CEO and Chief Growth Officeron capture status risks andopportunities.
Key Responsibilities:
Opportunity Identification & Qualification: Proactivelyidentify qualify and track federal IT opportunitieswithin the VA Air Force and Navythatalign with Emerging Techs growth goals.
Capture Planning: Develop and execute capture strategies win themes and customer engagement plans for opportunities ranging from $10M.
Proposal Support: Partner with proposal teams to shape compliant compelling proposals; contribute to win strategy and solution development.
Customer Engagement: Build and sustain relationships with government stakeholders program managers and contracting officers to understand priorities and position Emerging Techeffectively.
Competitive Analysis: Research market trends competitors and incumbent contracts to inform capture strategies.
Internal Collaboration: Work withsubject matter experts deliveryleads pricing and recruiting to design solutions that align with customer needs and Emerging Techcapabilities.
Qualifications:
Experience:10years of federal business development and capture management experience within VA and/or DOW with direct experience pursuing and winning work withDepartmentofAir Forceand/or Department ofNavycustomers.
SDVOSB Experience (Required): Prior experience working with for a Service-Disabled Veteran-Owned Small Business (SDVOSB) with a strong understanding of how to compete and win as a small business including SDVOSB set-asides.
Capture Expertise: Proventrack recordinleading full-lifecycle federal pursuits from capture through haveademonstratedtrack recordindeveloping capture strategies shaping opportunities and leading proposal support for multi-million-dollar contracts ($10M$50M).
Stakeholder Engagement: Strong ability to engage and influence government customers and build trusted relationships.
Cross-Functional Leadership: Experience working with proposal technical and delivery teams to drive opportunity success.
Knowledge of Federal Procurement:Strong understanding ofthe VA Air Force and Navy acquisition environments andfederal acquisition pathways including FAR/DFARS;IDIQs GWACs andOTAs; SDVOSB set-aside vehicles;andSBIR/STTRmethods.
Communication Skills: Excellent written and verbal communication including ability to brief leadership and contribute to proposal content.

Position Details:
Location:Hybrid meaning Remote and 1-2 days per week at Emerging Techs Washington DC office.
Travel:Travelisrequiredfornetworking eventscustomer engagement partner coordination and cross-functional workwithin the DC Metropolitan travel outside of the DC Metropolitan area may be required.
Compensation:
Salary Range:$130000-$165000base salary performance-based bonus/incentives. Thisrepresentsthe typical salary range for this position based on experience skills and other compensation package will be a mix of base and bonus and is competitive.
