Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are addition to their civilian assignments they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointees civilian assignments will consist of the following duties.


Duties

The primary purpose of this position is: as an Air Reserve Technician (ART) officer to serve as the Executive Officer for the group senior ART. The primary purpose of the position is to administer and direct the groups executive support functions and to ensure that day-to- day operations comply with the policies of the senior ART and command. Additionally provides training to reservists in the tasks of this position.

DUTY 1: Serves as the executive advisor on programs and initiatives within the group. Maintains cognzance of the effectiveness and status of group programs and activities by reviewing program status documents; internal metrics and/or productivity reports; management indicators; inspection staff assistance and audit reports; and from visual observations and personal contacts with the wing/group staff and operating personnel.

DUTY 2: Performs a variety of staff studies concerning group programs and program support effectiveness resulting from regulatory changes new technology program/mission changes recurring requirements and others. Data results Of studies are used for both current and future work planning and operations and in response to higher headquarters taskings.

DUTY 3: Represents the senior ART concerning group plans special events projects etc. to communicate senior ARTs policies and to explain the interests of the group in regard to local activities or projects. Participates in discussions meetings and serves on panels Or committees. Presents briefings and written correspondence that considers the composition of the audience knowledge level and desired outcome when composing the material. Identifies problems both in broad and detailed terms and attempts to resolve conflicts through persuasive discussions with responsible members in a meeting or working group.

DUTY 4: Manages group resources for executive support services and activities. Conducts management studies inquiries and surveys to determine support requirements and to measure the effectiveness of existing structures in meeting objectives. Develops resource plan for executive support including budget equipment computers supplies and required services.

DUTY 5: Maintains oversight Of and has overall responsibility for the inspection program as it relates to the group and directs the conduct of inspection activities. Represents the senior ART commander in all matters pertaining to inspections and keeps him fully informed. Exercises supervisory personnel management responsibilities (less than 25% of the time). This duty is only applicable if the position is coded with a supervisory level code Plans work to be accomplished by subordinates set and adjust short-term priorities and prepare schedules for completion of work. Assigns work to subordinates based on priorities selective consideration of the difficulty and requirements of assignments and the capabilities of employees.

Qualifications

THIS IS AN AIR RESERVE TECHNICIAN OFFICER POSITION.
This is an Air Reserve Technician (ART) Officer position located at 931ST MISSION SUPPORT GROUP with the military rank of O-3/ CAPTAIN AFSC:097X0. For questions concerning military eligibility please contact the Air Force Reserve Qualification Center at 1-.

In order to qualify you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions Administrative and Management Positions.

SPECIALIZED EXPERIENCE: One year of specialized experience which includes the performing work with knowledge of the overall mission functions operations principles and processes of executive support OR any directly related experience which has equipped the applicant with the knowledge skills and abilities to successfully perform the duties of the position; knowledge and skills in applying analytical evaluative and investigative methods and techniques to issues concerning the efficiency and effectiveness of group administrative and support operations. (To be creditable specialized perceived must meet the above quality level requirements.)

OR
Education: a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related in an accredited college or university; my education demonstrates the knowledge skills and abilities necessary to do the work of an EXECUTIVE SPECIALIST GS. (You must submit copies of official college transcripts.)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-09 grade level or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge skills abilities and/or competencies in the following areas:

1. Knowledge of organization major issues program goals missions functions administrative operations of the wing and group.
2. Knowledge and skill in applying analytical evaluative and investigative methods and techniques to issues concerning the efficiency and effectiveness of group administrative and support program operations.
3. Knowledge of the laws regulations policies and precedents which affect group programs and related support resources.
4. Knowledge and understanding of a comprehensive range of staff concepts objectives policies management organizational techniques and military command.
5. Knowledge of operating programs throughout the group in order to conduct studies analyze findings and make recommendations on substantive operating programs.
6. Ability to plan and organize work and communicate effectively both orally and in writing. Skill and ability to prepare project and staff reports and deliver briefings to high level officials both civilian and military. Ability to manage a small staff and carry out all phases of personnel management responsibilities. (Only applicable if the position will supervise less than five employees/positions supervisory level code 4; not applicable if the position is nonsupervisory supervisory level code 5.)

Other significant facts pertaining to this position are:
1. The incumbent must meet and maintain AFRC requirements. Work schedule will be aligned to allow the incumbent to fully participate in unit training assemblies. The incumbents regular assignments are primarily ART duties; however the incumbent may also be assigned some non-ART duties generally not to exceed 30 percent of total responsibilities.
2. May be required to travel by military or commercial aircraft in the performance of TDY assignments.
3. May be required to work overtime unusual or extended tour of duty.
4. Performs other related duties as assigned.
5. This is an AFRC key management position in which the incumbent is required to formulate determine and/or influence policies. Must be highly knowledgeable of the AFRC mission and responsibilities. As a designated key position the term key as it is used here relates to the ART program that defines the position as critical to mobilization capability (i.e. formulates determines or influences policies of the unit to which assigned) and has no relationship to the term key as defined in AFI 36-507.
6. This position is designated as a mobility position. Incumbent must be willing to move/transfer to another unit/location on a lateral or promotion basis as directed by HQ AFRC. AFRC command-wide geographic mobility is a condition of employment for all ART Officer positions. The employee must sign a mobility agreement.
7. The incumbent must possess demonstrated leadership and managerial abilities essential to successful accomplishment of responsibilities inherent in this position. a SECRET
8. The incumbent must obtain and retain the appropriate security clearance level designated for the position.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
