The ESS Program Management Analyst provides specialized fiscal oversight technical assistance and compliance support for Individuals with Disabilities Education Act (IDEA) grant funds 611 and 619 by the Exceptional Student Services (ESS) Program Management team.
Occasional in-state and rare out-of-state travel is required for this position.
The Arizona Department of Education currently utilizes a hybrid work environment with up to two days of remote work (contingent upon business needs). Candidates should apply with ability and willingness to work in-office up to five days per week as business needs necessitate.
| Job Duties: |
Public Education Agencies (PEAs) regarding grant application and completion report rejections with detailed explanations
Communicate with Grants Management to ensure timely programmatic review of funding applications completion reports and fiscal monitoring inquiries as needed
Track PEA Coordinated Early Intervening Services (CEIS)/Coordinated Early Intervening Services (CCEIS) requirements budgets expenditures and reporting
Review CCEIS fiscal information for consistency with federal requirements and approved plans
Monitor timelines and expenditure activity and communicate concerns to PEAs and appropriate ESS staff
Provide technical assistance regarding allowable CCEIS expenditures and fiscal documentation
Maintain accurate CCEIS records and support reporting and monitoring activities and share with other ESS program areas when requested
Coordinate and support the annual IDEA MOE process including eligibility and compliance requirements
Review PEA Maintenance of Effort (MOE) documentation calculations exceptions adjustments and supporting documentation
Track MOE submissions and identify missing incomplete or potentially noncompliant information
Provide technical assistance regarding MOE requirements exceptions subsequent years and documentation
Maintain accurate MOE tracking records and support fiscal monitoring activities related to MOE
Assist with follow-up and resolution of MOE findings or concerns
Track IDEA proportionately shares requirements for private school children with disabilities
Review PEA calculations budgets expenditures carryover and related documentation
Monitor timely use and disposition of proportionate share funds
Provide technical assistance regarding proportionate share fiscal requirements
Identify potential compliance concerns and coordinate follow-up with PEAs and ESS staff
Ensure implementation and monitoring of IDEA excess cost requirements
Review PEA documentation and calculations related to excess cost
Provide technical assistance regarding documentation and application of excess cost requirements
Track issues and assist with resolution of potential compliance concerns
Coordinate with fiscal and program staff to ensure consistent interpretation and implementation
Provide training internally and externally on all IDEA Program Management items for ESS
