ESH Metrics & Project Management Program Lead

Job Summary
We have an opening for the Environment Safety and Health (ESH) Metrics & Project Management Program Lead. In this role you will lead two complementary directorate-wide capabilities that strengthen how ESH plans executes measures and improves its work. Approximately half of your time will be devoted to managing the ESH Project Management Program including developing and maintaining project management standards and training building the capability of ESH project managers and providing senior-level project management guidance and support for complex or high-priority initiatives. The other half will focus on leading ESH Performance Measures including developing an integrated set of measures for ESH services and functions and enabling targeted and integrated dashboards that provide meaningful insight into organizational performance. You will work broadly across ESH to establish consistent practices translate data into actionable information and support effective management decision-making. This position is in ESH within the Operations & Business Directorate.
This position may offer a hybrid schedule which includes the flexibility to work from home one or more days per week after a probationary period.
This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.
You will
- Lead manage and continuously improve the ESH Project Management Program including project management standards tools governance lifecycle expectations and supporting resources used across the Directorate.
- Maintain and implement the ESH project management training and development program; coach and mentor ESH project managers at different levels of experience to strengthen consistent application of project management practices.
- Advise ESH project managers and functional leaders on project definition planning scheduling resource management risk and opportunity management stakeholder engagement change management execution and closeout.
- Provide senior project management support and consultative guidance for highly complex cross-functional or high-priority ESH initiatives where requirements may be ambiguous competing priorities must be resolved and the solution path is not fully known in advance.
- Assess the effectiveness and maturity of the ESH Project Management Program; identify systemic gaps and opportunities; and implement improvements that increase project predictability execution quality and organizational learning.
- Lead and manage critical high-priority and cross-functional ESH directorate projects from initiation through implementation and closeout.
- Lead the development and implementation of an integrated ESH performance measurement framework for ESH services and functions working with functional leaders to define meaningful outcome output health leading and lagging measures aligned with organizational objectives.
- Establish and maintain performance measure governance including clear definitions data sources owners quality expectations thresholds review cadences and processes for adding modifying or retiring measures.
- Partner with ESH organizations and data/reporting resources to develop targeted functional dashboards and integrated organizational dashboards that make performance trends emerging issues risks and opportunities visible and actionable.
- Analyze and synthesize performance information across ESH functions; facilitate cross-functional performance reviews; and provide concise insights and recommendations to ESH senior management on trends interdependencies and areas requiring attention.
- Perform other duties as assigned.
In addition at the TSS.5 level you will
- Establish and champion the long-range strategy and roadmap for ESH project management and performance management capabilities integrating them with broader ESH strategic planning operational priorities and organizational improvement efforts.
- Develop creative and innovative approaches to highly unusual complex and/or sensitive organizational performance and project execution challenges where established methods are insufficient and the solution path is not known ahead of time.
- Serve as a primary organizational consultant and technical/operational leader for major cross-functional initiatives; influence strategic decisions by senior management and champion critical projects that significantly affect ESH long-term goals and objectives.
Qualifications :
- Must be eligible to access the Laboratory in compliance with Section 3112 of the National Defense Authorization Act (NDAA). See Additional Information section below for details.
- Bachelors degree in engineering physical science business project management data analytics or a related field or the equivalent combination of education and substantial related experience.
- Substantial experience leading or supporting complex project/program management organizational performance measurement operational excellence business management or related activities in a large technical organization.
- Expert knowledge of project and program management principles methods and best practices with ability to independently guide highly complex cross-functional projects from definition and planning through execution and closeout.
- Highly advanced experience designing and applying organizational performance measures including selecting meaningful key performance indicators leading and lagging indicators establishing metric definitions and governance and translating measures into management insight.
- Experience developing training guidance and development approaches and coaching or mentoring professionals to improve project management or related organizational capabilities.
- Expert analytical systems-thinking problem-solving and decision-making skills necessary to integrate multiple tangible and intangible factors establish methods and courses of action balance competing priorities and resolve highly complex organizational problems.
- Expert communication facilitation and collaboration skills necessary to effectively present explain advise and influence senior management and diverse technical and operational stakeholders.
Additional qualifications at the TSS.5 level
- Extensive experience establishing or leading enterprise-scale or large-organization project/program management and/or performance management capabilities with significant impact on long-range organizational goals and objectives.
- Ability to develop innovative solutions new concepts and new approaches for highly unusual complex and/or sensitive issues where precedent is limited and the solution path is not known in advance.
- Experience briefing and influencing senior management on strategic direction organizational performance and major program or project decisions including serving as a recognized consultant or prime leader for high-impact initiatives.
Qualifications We Desire
- Project management certification or advanced formal training such as Project Management Professional (PMP) Program Management Professional (PgMP) or equivalent project/program management credentials.
- Experience developing or administering a project management community of practice competency model training curriculum or structured development pathway.
- Experience with performance dashboarding and data visualization tools such as MicroStrategy Tableau or similar platforms including working with data owners to establish sustainable reporting processes.
- Knowledge of ESH operations regulated technical environments research and development organizations or Department of Energy/National Nuclear Security Administration mission environments.
- Experience applying continuous improvement Lean Six Sigma change management or related methodologies to improve organizational processes and performance.
Pay Range: $185.850- $282828 Annually
$185850- $235692 Annually for the TSS.4 level
$223050 - $282828 Annually for the TSS.5 level
This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting; pay will not be below any applicable local minimum wage. An employees position within the salary range will be based on several factors including but not limited to specific competencies relevant education qualifications certifications experience skills seniority geographic location performance and business or organizational needs.
