This is a supervisory position within the Lead PoisoningPrevention Program (LPPP) under the Lead Compliance and Enforcement Divisionof the Land and Materials the Section Head of the Baltimore Region primary responsibilities areto supervise lead train and mentor a team of Environmental ComplianceSpecialists (ECS) to ensure compliance with State and federal environmentallaws and regulations. Also review and approve lead enforcement cases submittedby ECS team members prior to submission to the Division Chief for furtherreview or resolution and support the performance of EnvironmentalInvestigations and assign ECS team members to assist with investigationsinvolving children diagnosed with elevated blood lead levels.

The working conditions physical demands and safetyrequirements associated with this position:

• Field inspections are conducted in residential properties across the state/assigned area in all weather conditions primarily in urban settings with properties in various stages of repair. The work involves potential exposure to hazardous conditions that may result in injury. Nitric acid is used as a preservative when collecting water samples if necessary. Potential low-level radiation exposure exists due to testing instruments equipped with radioactive sources for lead-in-paint testing.
• Position requires special physical demands including lifting 50 pounds or more and climbing ladders. Inspections include commercial and public buildings as well as construction projects with steel structures (such as bridges or elevated storage tanks) that require ladder climbing to access work areas.
• Standard protective equipment includes goggles gloves and masks. Hard hats are required during lead abatement inspections on construction sites. Impervious gloves are required when handling nitric acid. Half-face air-purifying respirators and protective foot booties may be required during lead abatement project inspections.

This incumbent in this position will be required to drive a State vehicle.

Drivers License: A valid drivers license with no more thanfive points is required to operate a State vehicle.

Out-of-State Licenses: If you hold an out-of-state license you mustprovide a certified copy of your driving record from the appropriate MotorVehicle Administration at the time of appointment.

Duties include but are not limited to thefollowing:

Inspections & StaffGuidance

Conducts site inspections andtrains Environmental Compliance Specialists in investigative techniquesinspection procedures and appropriate consultation or negotiation withregulated entities. Testifies at hearings as needed.

Enforcement & Case Review

Review files and proposalsfrom staff regarding enforcement actions and case dispositions. Approves sitecomplaint referrals notices of non-compliance administrativecomplaints/orders or closure recommendations prior to forwarding them to theDivision Chief.

Correspondence

Drafts correspondence andcomments responding to legislative departmental or administrative inquiriesas well as communications to regulated entities collaborating agencies andthe public.

Program Oversight &Reporting

Periodically reviews approvedprotocols to ensure program alignment. Oversee the Lead Compliance andEnforcement Division (Baltimore Region Section) Specialists managingenvironmental cases for individuals with blood lead levels meeting CDCreference thresholds in partner jurisdictions. Generates monthly and quarterlyreports for the Division Chief and Medical Case Manager.

Personnel Management

Full supervisory authority including hiringreclassification plans professional development leave and timesheet approvaland disciplinary actions. Responsible for managing the PEP performanceappraisal process accurately and on time.

Experience: Eight years ofexperience performing environmental regulatory compliance work in the areas ofwater pollution control; sediment and erosion control; tidal and non-tidalwetlands; flood control and waterway construction; storm water management; coalnon-coal and surface mining; air quality and air management control; solidwaste management; hazardous waste control; and oil pollution control.

Notes:

1. Candidates may substitute sixty credit hours from anaccredited college or university which includes thirty credit hours in anycombination of disciples such as earth science environmental science geologycivil or environmental engineering biology chemistry agronomy forestryor other related discipline and two years of experience performingenvironmental regulatory inspection or investigation work related to Statefederal or local regulation code or standard compliance for four years ofthe required experience.

2. Candidates may substitute the possession of a Bachelorsdegree from an accredited college or university in earth scienceenvironmental science geology civil or environmental engineering biologychemistry agronomy forestry or other related discipline and fouryears of experience performing environmental regulatory compliance work inmore than one of the following areas: water pollution control; sediment anderosion control; tidal and non-tidal wetlands; flood control and waterwayconstruction; storm water management; coal non-coal and surface mining; airquality and air management control; solid waste management; hazardous wastecontrol; and oil pollution control for the required experience.

3. Candidates may substitute U.S. Armed Forces militaryservice experience as a commissioned officer in Environmental Engineering andNatural Resources classifications or Environmental Engineering and NaturalResources specialty codes in the Engineering and Natural Resources field ofwork on a year-for-year basis for the required experience.

It is preferred that the selective candidate has thefollowing:

Three years of experience as a lead paint inspector andaccreditation as a lead paint risk assessor.

One year of experience in a lead or supervisory rolemanaging an environmental compliance staff.

Knowledge of and experience with environmental enforcementprocedures for administrative civil or criminal enforcement actions.

Experience performing or overseeing risk reductioninspections lead-based paint inspections risk assessments or environmentalinvestigations.

Experience using databases or information systems toresearch and document regulatory compliance inspection and enforcementhistory.

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.

2. Employees in this classification may be required to obtain and maintain certification or license in the designated environmental compliance area.
