  • Full-time 40 hours/week
  • Monday-Friday
  • Work hours roughly start at 8:00-8:30 and ending 4:30-5:00 depending on length of lunch. DOH has core work hours.
  • Our location is 505 Hudson Street in Hartford.
  • Hybrid position: 20% of the time one day per week in our Hartford office (according to the current telework policy).
THE ROLE
ATS is the Architectural and Technical Services unit within the CT Department of Housing (DOH). The Environmental Analyst 1 position will work with others in our small cohesive unit to review housing development applications documentation and plans.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection this class is accountable for performing a limited range of tasks in the technical review and analysis of environmental program data and issues within the environmental field and assisting in the development of recommendations for courses of action and implementation of policy and program decisions.

In other state agencies this class is accountable for performing a limited range of tasks in the planning monitoring implementation and evaluation of environmental program data and issues and assisting in the development of recommendations for courses of action.

EXAMPLES OF DUTIES
  • Assists in developing departmental statewide or local environmental plans and programs;
  • Assists in research collection and analysis of resources data and educational materials;
  • Assists in review and analysis of proposed projects for consistency with policies statutes and environmental impact;
  • Assists in coordinating database maintenance and disseminating information;
  • Assists in drafting new regulations statutes guidelines and other written materials;
  • Assists in formulating policy options;
  • Assists in providing technical consultation to local regional state federal officials and the public;
  • Assists in coordinating federal grant-in-aid programs and preparing related documentation;
  • Assists in developing enforcement actions and reports;
  • Assists in reviewing and developing recommendations on environmental permit requests;
  • Assists in developing and implementing environmental and leisure services education programs;
  • Assists in preparing environmental impact statements and recommendations for corrective actions and/or alternatives;
  • May assist in conducting site investigations;
  • May assist in preparing publications and guidelines on environmental protection natural resource education and economic development issues;
  • Prepares environmental permit applications;
  • May prepare enforcement actions;
  • May serve as department representative on regulatory and advisory boards and/or committees;
  • May serve as legislative liaison;
  • Performs related duties as required.
KNOWLEDGE SKILL AND ABILITY
  • Knowledge of
    • local state and federal laws statutes regulations and policies pertaining to environmental protection;
    • principles and practices in fields relative to environmental protection;
    • basic principles and practices of environmental and policy analysis;

    • environmental program planning principles and practices;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Five (5) years of experience involving technical analysis and interpretation of environmental program data or planning and implementing environmental programs.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in a scientific or technical discipline related to the environmental field including but not limited to biological earth or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; or natural resources may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelors degree.
  • A Masters degree in a scientific or technical discipline related to the environmental field including but not limited to biological earth physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; or natural resources may be substituted for five (5) years of the General Experience.
  • NOTE: Education may only be substituted for a total of five (5) years.
  • For state employees one (1) year of experience as an Environmental Compliance Specialist 2 may be substituted for the General Experience.
  • Successful completion of an Environmental Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.
PREFERRED QUALIFICATIONS
  • Experience reading and interpreting analytical data drawings plans specifications and maps;
  • Experience researching environmental topics and preparing final documents including technical reports;
  • Experience communicating analytical regulatory scientific geospatial or environmental information verbally or in writing;
  • Experience or college coursework in environmental studies natural resource management chemistry biology geology hydrogeology geography economics or environmental regulations;
  • Completion of the FE (Fundamentals of Engineering) PE exam or a licensed environmental professional (LEP);
  • Experience with CEPA/NEPA reviews FEMA DEEP State/Federal regulations or basic GIS.
SPECIAL REQUIREMENTS
  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operators license.
WORKING CONDITIONS
Incumbents in this class may be exposed to some danger of injury or physical harm from on-site environments and a moderate degree of discomfort from exposure to year-round weather conditions.
