This position is accountable for interpreting contract requirements uniformly throughout the state approvingadditions and deductions to contracts solving construction problems encountered by the district officesproviding up-to-date construction policies procedures and training and prequalifying consulting engineeringfirms to perform construction engineering. This position acts for the Engineer of Construction in their absence.
- Ensures quality construction through uniform administration of sound policies and contract specifications.
- Ensures that major additions to contracts and specification changes on active work are legally and technically correct and are processed promptly.
- Ensures that construction problems are investigated and resolved promptly.
- Provides training for project personnel to ensure that inspection and documentation duties are performed correctly.
- Reviews and evaluates merit of contract claims.
- Conducts investigations and prepares correspondence or reports on problems that involve the departments construction program.
- Serves as a member or supervises members of various committees including the Specifications Committee Soils Committee Awards Committee and others as assigned.
- Directs the activities of the Bureau of Construction (BOC) during the absence of the Engineer of Construction.
- Ensures proper prequalification of consulting engineering firms to perform construction engineering.
- Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
- Performs other duties as assigned.
- Current registration as a Licensed Professional Engineer in the state of Illinois OR current registration as a Licensed Structural Engineer in the state of Illinois.
- Seven years of experience in civil engineering.
- Five years of experience supervising staff and managing engineering functions.
- Ability to promote establish and maintain harmonious relationships with staff contractors and the public.
- Strong oral and written communication skills.
- Ability to initiate coordinate and direct large-scale engineering programs or research and planning activities of a difficult technical nature.
- Comprehensive knowledge of the principles and practices of civil engineering with specialized knowledge in highway engineering improvements.
- Requires a valid drivers license.
- Requires frequent statewide travel with occasional overnight stays.
- Requires successful completion of a background screening.
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment the employee shall prior to accepting any such non-State employment offer notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
