Energy Programs Specialist

JOB SUMMARY:

The Energy Programs Specialist is responsible for conducting residential energy assessments and administering the Home Energy and Appliance Rebate (HEAR) Program and Appliance Management Program (AMP). This position identifies opportunities to improve household energy efficiency determines program eligibility collects field data develops work orders coordinates services with contractors and vendors and ensures compliance with federal state utility and agency program requirements. The Energy Programs Specialist serves as the primary point of contact for HEAR and appliance replacement activities and works closely with Weatherization staff program coordinators contractors and funding partners to improve energy efficiency health and safety for low-income households. This role supports the agencys mission of reducing energy burden while increasing home comfort and safety.

REQUIRED QUALIFICATIONS:

• High School Diploma or GED required.
• Associate degree in Energy Management Building Science Construction Technology Environmental Studies or related field preferred.
• Experience in weatherization energy auditing housing rehabilitation construction HVAC electrical systems or related field preferred.
• Valid unrestricted drivers license.
• Ability to pass required drug and background screenings.
• Provide/maintain all required immunizations and/or vaccinations
• Complete all required background checks

Knowledge Skills and Abilities

• Knowledge of energy efficiency principles.
• Knowledge of appliance energy consumption and replacement criteria.
• Ability to assess electrical and appliance-related deficiencies.
• Strong organizational and recordkeeping skills.
• Ability to communicate effectively with customers contractors and staff.
• Ability to work independently in field environments.
• Proficiency with Microsoft Office and program software systems.
• Ability to interpret program regulations and technical guidance.

Preferred Certifications

• Building Performance Institute (BPI) certification.
• OSHA 10 or OSHA 30.
• Lead Safe Renovator Certification.

WORK SCHEDULE DEMANDS:

This is a full-time 40 hour per week position.

May be required to work at any CCAP location.

KEY RESPONSIBILITIES: To perform this job successfully an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge skill and/or ability required. Include but may not be limited to the following:
Home Energy Assessments

• Conduct residential energy assessments in accordance with program guidelines.
• Evaluate household energy usage and identify opportunities for energy savings.
• Educate customers regarding energy conservation measures and program offerings.
• Identify health and safety concerns that may impact program eligibility or installation activities.
• Document inspection findings using agency software and required forms.

Appliance Management Program (AMP)

• Perform appliance assessments and metering activities.
• Determine eligibility for refrigerator freezer dehumidifier air conditioner and washing machine replacements.
• Collect appliance specifications dimensions age condition and energy consumption data.
• Install approved direct-install conservation measures such as smart strips showerheads faucet aerators.
• Develop and process appliance replacement work orders.
• Track and order appliance inventory.
• Verify completion of appliance installations and maintain required documentation.

Home Energy and Appliance Rebate (HEAR) Program

• Evaluate homes for HEAR program eligibility.
• Identify opportunities for:
• Electrical service upgrades
• Electrical wiring improvements
• Heat pump clothes dryers
• Electric cooking appliances
• Document electrical deficiencies and installation requirements.
• Obtain required photographs and field documentation.
• Prepare and submit HEAR applications and work orders.
• Coordinate with contractors vendors and partner agencies regarding approved HEAR projects.
• Verify that all program requirements have been met before project approval and completion.

Program Coordination and Compliance

• Maintain accurate client files and electronic records.
• Ensure compliance with federal state utility and agency requirements.
• Monitor projects from assessment through completion.
• Assist with reporting requirements and data collection.
• Respond to client inquiries regarding program eligibility and services.
• Participate in quality assurance reviews and corrective actions when required.
• Attend program trainings and maintain required certifications.
