Description



This position performs a variety of functions associated with the development and implementation of short- and long-range system expansion and maintenance plans and projects and in support of system regulatory compliance.


Major Duties

  • Manages the Advanced Metering Infrastructure (AMI) project as assigned to include the development of RFPs the evaluation of vendors contract negotiation and implementation the development of project budgets and timelines etc.; secures subcontractors; coordinates with vendors and construction crews and with other department personnel; trains staff on system operations.


  • Manages day-to-day AMI system operations as assigned; reviews system performance and ensures compliance with contract requirements; identifies performance issues and makes corrections; ensures data integrity and completeness; identify faulty components/systems and makes replacements and repairs to restore operations.


  • Manages the implementation of integrations to geospatial information outage management and customer information systems as assigned; performs data conversions; conducts daily edits; prepares reports and runs system queries.


  • Manages power purchases and sales as assigned; prepares analyzes and reviews wholesale power purchases; maintains related records; designs generates prepares and analyzes related reports; updates and calculates Power Cost Adjustment for retail sales.


  • Manages the pole attachment program as assigned; reviews attachment requests and issues approvals or denials; inspects and reviews attachments; creates issues and manages National Joint Use Notification System tickets for removals and transfers; generates related department work orders.


  • Manages the PCB and Used Oil program as assigned; maintains database of system transformers; maintains and files all records of associated invoices reports repairs and disposal of transformers and used oil; prepares and files annual EPA and PCB reports; maintains records of oil spillages and prepares related reports; ensures the completion and recording of PCB storage area inspections.


  • Manages and develops a variety of other system projects as assigned including load management mapping and other projects.


  • Assists in restoration efforts in the event of weather or other natural disasters.


  • Provides support to engineering staff as needed.

  • Performs related duties.


KNOWLEDGE SKILLS AND ABILITIES REQUIRED BY THE POSITION


  • Knowledge of relevant state and federal codes regulations and standards.


  • Knowledge of the operation maintenance and construction of electric transmission systems substations and electric distribution systems and associated equipment.


  • Knowledge of AMI system development maintenance and operation principles and practices.


  • Knowledge of metering principles and practices.


  • Knowledge of electrical theory.


  • Knowledge of customer usage patterns.


  • Knowledge of SCADA system operation principles and practices.


  • Knowledge of relevant local state and federal regulations.


  • Knowledge of project management principles.


  • Knowledge of computers and job-related software programs.


  • Skill in the analysis of problems and the development of solutions.


  • Skill in establishing and maintaining effective working relations.


  • Skill in the use of computers and job-related software programs.


SUPERVISORY CONTROLS


The Assistant Director Electric Operations assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the results.


GUIDELINES


Guidelines include the National Electric Code the National Electric Safety Code FCC regulations EPA and ADEM regulations state bid law FEMA guidelines Federal Energy Regulatory Commission guidelines TVPAA specs voluntary OSHA guidelines and city and department policies and procedures. These guidelines require judgment selection and interpretation in application.


COMPLEXITY/SCOPE OF WORK


  • The work consists of varied planning project management and technical duties. The variety of systems and functions to be coordinated combined with changing priorities contributes to the complexity of the position.


  • The purpose of this position is to manage assigned electrical system operations and development projects and to ensure compliance with relevant state and federal program regulations. Success in this position contributes to the efficiency and effectiveness of utility operations and services.

PHYSICAL DEMANDS/ WORK ENVIRONMENT


  • The work is typically performed while sitting at a desk or table or while intermittently sitting standing or stooping. The employee occasionally lifts light and heavy objects climbs ladders distinguishes between shades of color and utilizes the sense of smell.


  • The work is typically performed in an office stockroom warehouse and outdoors occasionally in cold or inclement weather. The employee is exposed to dust dirt grease machinery with moving parts and to electrical hazards. Work requires the use of personal protective devices.


SUPERVISORY AND MANAGEMENT RESPONSIBILITY


None.

Minimum Qualifications

  • Graduation from an accredited* college or university with a bachelors degree in Electrical Engineering Electrical Technology or a related field and three (3) years recent experience with an electrical utility in the areas of metering engineering rate analysis regulatory compliance pole attachment or system modeling;

OR

  • Graduation from an accredited* college or university with an associates degree in Electrical Engineering Electrical Technology or a related field and five (5) years recent experience with an electrical utility in the areas of metering engineering rate analysis regulatory compliance pole attachment or system modeling.

  • One (1) year recent experience working with Advanced Metering Infrastructure (AMI) preferred.


  • One (1) year recent experience working with ACLARA preferred.


  • One (1) year recent experience working with Pole Attachment programs preferred.


  • One (1) year recent experience working with Utility Customer Information systems preferred.


  • One (1) year recent experience working with SCADA preferred.


  • One (1) year recent experience working with an ESRI based GIS mapping system preferred.


*Accredited through an agency recognized by the U.S. Department of Education (USDE) or the Council for Higher Education (CHEA).

NECESSARY SPECIAL REQUIREMENTS


  • Possession of a valid driver license and acceptable driving record. (PBA 9/10/01)

  • In an emergency and/or standby situation an employee in this position must be able to report to his/her regular workstation within a maximum of 30 minutes from the time of notification. (PBA 1/9/95)


  • An applicant for this position is subject to various background investigations up to and including a criminal credit past employment and reference checks.


  • Employees are required to submit to Drug and Alcohol testing in accordance with the City of Dothan policy which includes pre-employment and random tests for the duration of employment in this position. (PBA 8/13/12)
