Themain purpose of this position is to serve as the Maryland Department of PublicSafety and Correctional Services (DPSCS or the Department) SocioeconomicLiaison. The position is responsible for the development and implementation ofpolicies procedures and guidelines to facilitate effective and efficientdepartment-wide socioeconomic programs including Minority Business Enterprise(MBE) Small Business Reserve (SBR) Veteran-Owned Small Business Enterprise(VSBE) and Small Business Preference (SBP). As the Socioeconomic Liaison theposition serves as a link between DPSCS the Maryland Department of Social andEconomic Mobility (DoSEM) and Department of General Services (DGS). Thisposition is responsible for advising and making recommendations to DPSCSProcurement Staff on issues related to socioeconomic programs. Additionallythis position attends socioeconomic and procurement-related meetings conductsresearch prepares reports on issues to be reviewed by the Deputy Secretary ofAdministration and other DPSCS stakeholders for corroboration and consistencyin the implementation of the socioeconomic programs.
Inthe Socioeconomic Liaison capacity this individual serves as the subjectmatter expert for all agency goal-setting initiatives playing a pivotal rolein the strategic oversight of the Procurement Review Group (PRG) process andworkflow within DPSCS. Key responsibilities include researching availablesmall minority and veteran-owned businesses for solicitations; developingstandard operating procedures for market research; and ensuring the propertraining of stakeholders across the agency. This position is responsible forthe development implementation monitoring evaluation and compliance of theMBE VSBE SBR and SBP programs and works to consistently improve programperformance throughout the Department by providing compliance and oversight onall contracts containing socioeconomic commitments - including investigatingcomplaints resolving contract issues involving MBE VSBE SBR and SBP firmsand collecting and submitting required program reports to the Department andcontrol agencies. This position also represents DPSCS before elected andappointed officials outside agencies and at community public and outreachevents and supervises two MBE Compliance Officers responsible for analysiscompliance reporting and outreach.
As to the MBE LiaisonOfficer requirement this position is responsible for responsible forcoordinating agency outreach efforts to the minority business communityreviewing agency contracting procedures to ensure compliance with this chapterassisting in the resolution of contracting issues and for submitting requiredMBE program reports or information. As to the VSBE Liaison this position isresponsible for coordinating agency outreach efforts to the veteran businesscommunity reviewing agency contracting procedures to ensure compliance withthis chapter assisting in the resolution of contracting issues and forsubmitting required VSBE Program reports or information. As to the SBR LiaisonOfficer requirement this position is responsible for coordinating theprocurement units outreach efforts to the small business community reviewingthe units contracting procedures to ensure compliance with small businessreserve requirements assisting in the resolution of small business reserve.
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six years of administrative staff or professional work.

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelors degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Masters degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules regulations policy procedures and processes or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
Preference will be given to applicants whopossess the following preferred qualification(s). Include clear and specificinformation on your application regarding your qualifications.
- Three (3) years of experience developing and implementing policies procedures and guidelines to facilitate effective and efficient department-wide socioeconomic programs including Minority Business Enterprise (MBE) Small Business Reserve (SBR) Veteran-Owned Small Business Enterprise (VSBE) and/or Small Business Preference (SBP).
- Three (3) years of experience reviewing proposed procurement solicitations proposals to exercise options or otherwise modify the contract and proposals to award sole-source contracts to determine eligibility within the States socioeconomic programs.
- Three (3) years of experience working with procurement officers program managers contractors subcontractors and certified MBE firms to resolve contracting and compliance issues.
