Function
  • Champions and implements innovative strategic initiatives associated with the Boulder Chambers transportation policy transportation demand management and workforce mobility interests that align with the Boulder Chamber organizations and their mission vision and budget goals.
  • Facilitates external connections for partnerships investors grants and sponsorships in relation to the Boulder Chambers transportation policy workforce mobility and transportation demand management activities.
  • Manages the Transportation Connections staff team Chamber Staff and Consultants/Contractors to ensure efficient deployment of their time facilitate positive team dynamics and support their professional development.
  • Partners with the Boulder Chamber President/CEO and other members of the leadership team to develop goals and implementation strategies for the Boulder Chamber with a focus on transportation policy workforce mobility and transportation demand management activities.
  • Reports on progress toward achieving established strategic plan goals the status of priority initiatives and timely delivery of data and reports to funders and stakeholders.
ResponsibilitiesOrganizational
  • Manage and develop key external relationships connections and partnerships that enhance the BCTC status as a local and regional TMO and strategic partner for achieving sustainable mobility goals.
  • Lead the development of strategic goals and implementation plans for BCTC while contributing to the overall mission vision and strategic goals for the Boulder Chambers organizations.
  • Reinforce the Boulder Chambers standing as an effective knowledgeable and valued regional mobility partner by considering:
    • BCTCs status as a local and regional leader in transportation policy workforce mobility and transportation demand management.
    • Research and data analysis concerning BCTCs reach and effectiveness.
    • Benchmarking against other transportation management organizations and other Chambers of Commerce and foundations.
    • Evaluate the effectiveness of current partnerships contracts and grants to ensure the Boulder Chambers organizations are meeting their overall impact goals.
  • Create and provide status updates and detailed reports to the BCTCs partners contractual parties funders and/or other stakeholders within the appropriate delivery timelines and with the level of detail that external stakeholders require.
  • Procure and build appropriate external partnerships and negotiate terms that align with the scope of executable outcomes that the Boulder Chamber can meet address the organization budget goals and are consistent with the character of BCTCs mission goals and value proposition.
  • Develop a deep understanding of the Boulder Chambers audience programs and internal operations to advance the organizations value proposition within the scope of BCTC mission.
  • Assist in the development of external revenue generation strategies that leverage BCTC assets and assist the Member Relations team in achieving the Boulder Chamber organizations revenue goals.

Team Budget and Grant Management Duties
  • Participate as a member of the Boulder Chamber Leadership team in all annual Strategic Planning Work Plan and Budgeting update efforts including all weekly activity tracking meetings.
  • Own the development management and ongoing monitoring of BCTCs annual budget in line with approved strategic goals and approved work plan including tracking expenditures and revenue against grant contract and funder-designated budgets.
  • Own the full grant lifecycle for BCTC funding including proposal development and submission award administration compliance tracking and the preparation and timely delivery of progress outcomes and financial reports to grantors and funders.
  • Hire supervise and support the professional development of the BCTC team including regular performance feedback workload management and coaching.
  • Serve as BCTCs primary representative to funders grantors and partner organization leadership.
  • Oversee the BCTC teams use of the Boulder Chambers CRM (GrowthZone) Sharepoint Microsoft Teams DocuSign and other technical tools to ensure compliance with organizational policies and standards.

General Transportation Demand Management (TDM) Responsibilities
  • Recognize target audiences and design programs and presentations to promote the visibility and benefits of the Boulder Chamber its Foundation and BCTCs initiatives and value proposition.
  • Oversee BCTC event logistics and manage team involved in transportation-related events including two annual Bike to Work Day Breakfast Super Stations and four (quarterly) Connect Boulder events.
  • Participate in local and regional transportation meetings as the primary representative of the Boulder Chamber and BCTC to advance strategic programming goals.
  • Work with other BCTC and advocacy staff to assist regional employers in transportation solutions workforce mobility training and TDM program implementation.
  • Assist businesses and new commercial property owners including new commercial property developments with TDM planning.
  • Lead community organizing outreach and information gathering that advances the Boulder Chambers transportation policy workforce mobility and transportation demand management goals.

Transportation Demand Management Knowledge Understanding of transportation sustainability public health and healthy lifestyles as they relate to commute mode choice and workforce mobility.

Project Management Manage priorities processes contracts timelines and task deliverables across a variety of overlapping projects.

Program Management Manage priorities of internal organization deliverables external stakeholder deliverables and timelines across various competing projects and priorities.

Business Development and Fundraising Form and nurture long-term partnerships that lead to program growth opportunities and revenue development.

Organization and Multi-tasking Be able to organize in a thorough and detail-oriented way to carry out various tasks in a fast-paced environment to meet multiple deadlines.

Technological Proficiency Knowledge of and comfort with technology including software platforms (Microsoft Office CRM time-tracking tools PowerPoint and AirTable a plus) website tools social media tools and video/webinar engagement systems.

Public Speaking and Presentation Excellent written and verbal communication abilities that command audience respect as a content authority.

Data Collection and Interpretation Strong ability to collect interpret and tell a meaningful story using regional transportation data.

Knowledge of local and regional workforce environment Understanding of the Boulder regional business and workforce landscape and factors that impact the mobility needs of Boulders workforce.

Team Leadership and Management Ability to manage inter-team dynamics lead and communicate with staff team and support direct reports career development.

Strategic Planning Experience with strategic planning as well as development and management of annual work plans.

Qualifications

The Boulder Chamber will consider candidates for this position who hold a bachelors degree in sustainability planning urban and regional planning public administration or a related field. Masters degree preferred. TDM-CP certification preferred but not required.

8-15 years of experience in transportation demand management urban/regional planning or nonprofit management including at least 4-5 years in a role with ownership of transportations budget ownership of grant and contract revenue and deliverables and ability to manage workforce hours for deliverables and staff management responsibilities.
