Job Summary
ROLE SUMMARY
The U.S. Federal Policy Team is responsible for developing shaping and advancing public policies to support patients access to innovative medicines in the U.S. and other Pfizer business objectives. This Director role focuses on U.S. Federal policy including issues such as affordability and access drug pricing coverage and reimbursement and payment and delivery system reforms as they impact government healthcare programs (e.g. Medicare Medicaid).
Responsibilities include tracking and analyzing legislative and regulatory developments translating these issues to key internal audiences shaping Pfizer policy positions and strategies and developing presentations and effective advocacy materials. The individual in this role provides leadership subject matter expertise and strategic insights and advice on US healthcare policy with the goal of understanding how to effectively operate in the policy environment and how to advocate for policies favorable to innovative new medicines.
The Director is responsible for anticipating identifying and communicating US healthcare policy issues/trends/changes occurring in the regulated environment that have the potential to impact patients and access to Pfizers current and future medicines. The Director partners with internal stakeholders to respond to developments both independently and through external stakeholders and work to shape the legislative and regulatory environment to advance Pfizers policy goals.
The role will work closely with key internal partners including the broader US Policy & Government Relations (USPGR) teams the US Commercial therapeutic business units and Global Hospital and Biosimilars Federal Government Relations Public Affairs Payer and Channel Access US Market Access and Patient Services Finance Regulatory Affairs Medical Affairs and others as addition to building and maintaining strong internal relationships the Director of Federal Policy will maintain a deep external network across stakeholders including the relevant industry trade
associations and other industry organizations think-tanks and policy organizations to support Pfizer key policy priorities.
ROLE RESPONSIBILITIES
- Develop and execute specific policy and advocacy strategies to advance Pfizers U.S. healthcare policy objectives including policies with broad impact and targeted policies and strategies to advance specific US Commercial and Global Hospital and Biosimilars business priorities.
- Lead drafting and submission of public comments in response to Federal regulatory issuances (e.g. HHS CMS or other relevant agency regulatory or sub-regulatory actions). Align with key business partners to ensure business priorities are reflected.
- Provide technical expertise and strategic direction to USPGR on emerging issues including the review of proposed legislation/regulations for impact and relevancy development of amendments and alternative approaches and preparation of advocacy materials (issue assessments key messages leave-behinds infographics) to advance Pfizers federal policy priorities. Work closely within USPGR and across key business teams to influence strategic direction of stakeholder groups on federal policies.
- Initiates and independently leads internal cross-functional workgroups to quantitatively assess highly complex changes in healthcare policy to guide decisions and inform Pfizer of financial implications on US Oncology US Primary Care US Specialty Care and Global Hospital and Biosimilars.
- Actively monitor and analyze the healthcare policy landscape to anticipate identify and communicate trends and developments that could impact patients and Pfizers medicines including our pipeline of transformative medicines.
- Develop and implement Policy Advocacy initiatives by engaging with external stakeholders including government bodies regulatory agencies and industry organizations to support policy outcomes that advance business goals; represent Pfizer at trade organizations and associations by serving on committees and working groups to advance Pfizer policy positions.
BASIC QUALIFICATIONS
Candidate demonstrates a breadth of diverse leadership experiences and capabilities including: the ability to influence and collaborate with peers develop and coach others oversee and guide the work of other colleagues to achieve meaningful outcomes and create business impact.
- Bachelors degree required; minimum of 8 years working on federal healthcare policy and advocacy in government or relevant private sector experience; or masters degree with 7 years experience.
- Advanced degree in public health public policy law or related field strongly preferred.
- Experience in U.S. government healthcare programs.
- Experience in policy analysis research and development.
- Experience in implementing strategic and tactical plans.
- Proven track record for sharp strategic analysis and understanding including incorporating policy into decision making for senior leadership.
- Demonstrated project management expertise with the ability to manage multiple high-profile complex workstreams simultaneously while maintaining strong attention to accuracy and technical detail.
- Must be confident decisive and adept at navigating a fast-paced and evolving environment with competing priorities and stakeholders.
- Must demonstrate excellent networking and relationship-building skills and the ability to interact with confidence with various levels and functions.
- Excellent verbal analytical written and interpersonal communication skills particularly in interpreting and distilling complex information.
PREFERRED QUALIFICATIONS
- Experience with CMS-specific drug coverage and payment systems (e.g. Medicare Medicaid).
- Experience in health-related federal administrative agency or on Congressional legislative committee staff.
- Experience working in or with academic experts think-tanks or healthcare policy or advocacy organizations.
- Ability to understand and guide financial or quantitative analyses.
- Proficiency in PowerPoint and strong overall business communication skills

The annual base salary for this position ranges from $176600.00 to $294300.00. In addition this position is eligible for participation in Pfizers Global Performance Plan with a bonus target of 20.0% of the base salary and eligibility to participate in our share based long term incentive program.
