Job Summary
Lawrence Livermore National Laboratory (LLNL) is seeking a Division Leader for Data Sampling & Information Management. within the Environment Safety & Health (ESH) Technical Services Department. This position leads a multidisciplinary team of quality assurance specialists data managers developers sampling and inventory technicians responsible for the data quality data management and environmental monitoring programs that support LLNLs environmental scientists industrial hygienists and health physicists. You will ensure that ES&H data systems sampling programs and quality assurance program plans meet U.S. Department of Energy (DOE) standards U.S. EPA data quality guidance and applicable regulatory and laboratory accreditation requirements (e.g. ISO 17025 DOELAP). This is a working leadership role that combines people management program-level quality assurance authorship data systems governance and direct engagement with contract laboratories and DOE stakeholders. The Division Leader also leads the Chemical Inventories Management Group ChemTrack which maintains an integrated chemical inventory system supporting local state and federal regulatory reporting requirements and improving the management of hazardous materials at LLNL.
This position may offer a hybrid schedule which includes the flexibility to work from home one or more days per week after a probationary period. The specifics of the hybrid schedule including the exact number of days required in the office and virtual work options may vary based on the needs of the team and the organization.
You will
- Lead and supervise a team of quality assurance specialists data managers and developers sampling and inventory technicians including performance evaluations salary and promotion recommendations and recruiting.
- Direct the QA/QC and Data Management Groups technical support for data quality compliance meeting DOE standards and LLNL ES&H policies and procedures.
- Prepare revise and maintain data quality assurance program plans consistent with U.S. EPA and other agency guidance on data quality objectives for analytical instrument calibration and environmental monitoring systems. Oversee planning and management of environmental monitoring networks including periodic management self-assessments against program requirements.
- Establish and oversee procedures for data validation in accordance with quality assurance and quality control requirements specified in LLNL Quality Assurance Program Plans; author detailed technical regulatory reports on data quality.
- Develop and execute database queries and analyses (e.g. using the TEIMS environmental data system and Tableau) to compile review and summarize environmental and analytical data.
- Manage relationships with contract analytical laboratories to ensure contracting and blanket service agreement requirements are met including scoping additional laboratory capacity as needed.
- Conduct complex technical reviews studies and assessments of environmental monitoring programs and processes and provide recommendations to Technical Services Department management and ES&H functional area leads.
- Lead and oversee the Chemical Inventories Management Group ChemTrack including system governance chemical inventory data quality regulatory reporting support safety data sheet management legacy chemical data stewardship application development user support and continuous improvement of hazardous-materials information management processes.
- Perform other duties as assigned.
Qualifications :
- Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
- Bachelors degree in chemistry environmental science or a related physical/life science field or an equivalent combination of education and substantial relevant experience.
- Substantial progressive experience in environmental data quality assurance data management or environmental compliance.
- Knowledge of DOE regulatory frameworks and orders governing environmental safety and health programs (e.g. DOE O 458.1 414.1; 10 CFR 830/835).
- Working knowledge of environmental data management systems recordkeeping and reporting requirements under CERCLA/RCRA and applicable Federal Facility Agreements (FFA).
- Experience developing and maintaining quality assurance program plans consistent with U.S. EPA data quality objectives and laboratory accreditation standards (ISO 17025 DOELAP or CA ELAP).
- Experience managing or coordinating with contract analytical laboratories including scope capacity and service agreement management.
- Proven ability to supervise technical staff including performance management hiring and staff development.
- Strong written and verbal communication skills with experience authoring technical regulatory reports for internal and external stakeholders.
- Experience managing chemical inventory systems hazardous-materials information management safety data sheet repositories chemical container tracking and regulatory reporting under applicable local state and federal requirements.
Qualifications We Desire
- Advanced degree in chemistry environmental science or a related field.
- Experience with ESH data information management systems such as TEIMS or ChemTrack and data analytics/visualization tools such as Tableau.
- Experience piloting or managing third-party data validation contractors.
- Experience developing workflow diagrams wireframes or requirements matrices for data management tools and systems.
- Experience at a DOE/NNSA national laboratory or similarly regulated federal research environment.
Pay Range: $240960- $305544 Annually
This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting. An employees position within the salary range will be based on several factors including but not limited to specific competencies relevant education qualifications certifications experience skills seniority geographic location performance and business or organizational needs.
