Job Summary

PLEASE NOTE:
  • It is a 100% Onsite position in South Dakota.

POSITION OVERVIEW:
  • We are seeking an experienced Healthcare Data Architect & Governance Consultant to support the Client Division of Medical Services in strengthening data architecture data governance metadata management and interface documentation for South Dakota Medicaid systems.
  • The selected candidate will work closely with state IT resources Medicaid program personnel and other DSS stakeholders to assess existing data structures document system-to-system interactions establish a comprehensive data catalog and lineage and develop interface and data governance management plans.
  • The consultant will be responsible for creating and improving Medicaid-related data management artifacts including an Interface Registry Interface Control Documents (ICDs) data models a Data Catalog Data Lineage documentation an Interface Management Plan and a Data Governance and Management Plan.
  • The role requires Microsoft Purview knowledge strong enterprise data architecture and modeling capabilities healthcare domain expertise and the ability to translate complex technical data flows into clear actionable documentation and recommendations.

Requirements
REQUIRED QUALIFICATIONS & TECHNICAL SKILS:
  • Good knowledge and practical experience with Microsoft Purview.
  • Proficiency in relational SQL databases and NoSQL database technologies.
  • Knowledge of healthcare services and healthcare data management.
  • Understanding of enterprise database management data architecture and database design best practices.
  • Demonstrated experience developing conceptual logical and physical data models.
  • Experience creating data catalogs documenting data lineage and managing metadata.
  • Experience with data modeling tools such as ERwin or ER/Studio.
  • Knowledge of established data governance frameworks methodologies and best practices.
  • Experience implementing or improving data governance and management programs.
  • Understanding of business intelligence concepts and data warehouse architecture.
  • Experience writing Interface Control Documents and documenting system-to-system interfaces.
  • Understanding of data mapping data exchange interface design and system integration principles.
  • Ability to analyze existing data flows identify gaps troubleshoot interface-related issues and recommend improvements.
  • Strong analytical problem-solving written communication and verbal communication skills.
  • Strong organizational and project management skills including the ability to manage multiple concurrent activities.
  • Knowledge of user interface/user experience concepts and design principles.
  • Proficiency with modern data management modeling documentation and analysis tools.

EXPERIENCE LEVEL:
  • A bachelors degree in Computer Science Information Systems Data Management Engineering or a related field is recommended.
  • Approximately 5 years of overall data architecture data management or related technical experience.
  • Substantial hands-on experience with Microsoft Purview and enterprise data governance.
  • Demonstrated experience delivering data catalogs lineage documentation data models interface inventories and ICDs.
  • Relevant healthcare or Medicaid domain experience preferably involving complex enterprise systems and data exchanges.

PREFERRED QUALIFICATIONS:
  • Experience with Medicaid healthcare payer systems government healthcare programs or public-sector health and human services systems.
  • Experience supporting Medicaid modernization or enterprise healthcare data architecture initiatives.
  • Experience documenting interfaces among legacy mainframe applications relational databases reporting systems and external partner systems.
  • Experience working in environments where source-system access is limited and documentation must be developed in collaboration with system owners and technical teams.
  • Experience establishing enterprise data governance metadata management data lineage and interface documentation standards.
  • Experience assessing and recommending data cataloging governance lineage and integration tools.
