The salary isdeterminedin accordance withthe Universitys compensation structure and will becommensuratewith the candidates education and experience within the assigned salary range for this position.
The Contract Specialist II under supervision performs required reviews on University contracts coordinate with Procurement Office to ensure timely departmental purchase requisitions as daily contract office processing requirements to ensure efficiency and accuracy in accordance with PVAMU TAMUS and State guidelines.
Responsibilities:
Perform required reviews on University contracts coordinate with Procurement Office and ensure timely execution. Process departmental purchase requisitions as daily contract office processing requirements to ensure efficiency and accuracy in accordance with PVAMU TAMUS and State review by Office of General Counsel (OGC) if contract from origination to full execution including purchasing if with department contract administrators to ensure effective contract monitoring and close-out as assigned. Communicate with department personnel vendors to address and resolve procurement and contract related matters.
Preparebid/proposal documents; facilitate selection process issue purchase orders manage all aspects of theRFP processes to include pre-meetings preparing evaluating analyzing modifying negotiating and consummating contract.
Maintain contract database systemfor use in status monitoring of completed documents reports etc. Upload andmaintain completed contract files within the monitoring system and perform document retention tasks.
Serves in a liaison role with university departments related to Office of University Compliance operations and selected external and internal audit activities.
Performs other duties as assigned.
Required Education and Experience:
Bachelors degree in applicable field or equivalent combination of education and experience.
Two years of progressively responsible experience in accounting business finance reporting and financial systems.
Required Knowledge Skills and Abilities:
Knowledge of OMB Circulars and state/federal contract and grant regulations.
Knowledge of word processing and spreadsheet applications.
Must possess technical writing and editing skills which include contractual language and procedures.
Ability to multitask and work cooperatively with others.
Effective written and oral communication skills.
Preferred Qualifications:
Five years of related experience in compliance programs and/or activities.
Contracts and or Procurement Certification.
Special Requirements:
Applicants with equivalent experience in lieu of a Bachelors degree may be considered. One year of the related experience is the equivalent of one college year. Applicants being considered for the equivalency must have four years of related experience to meet the equivalency in lieu of a Bachelors degree plus the minimum required years of experience. Applicants being considered for the equivalency must have a total of six years of experience.
