Main Purpose of Job
The Contract Analyst is responsible for executing contract development tasks to advance workforce development initiatives within the Family Investment Administrations (FIA) Office of Workforce Development (OWD) at the Baltimore City Department of Social this capacity the position supports the creation implementation renewal and amendment of agreements backed by local state and federal resources such as Temporary Cash Assistance (TANF) Supplemental Nutrition Assistance Program Employment and Training (SNAP E&T) and related workforce initiatives.
POSITION DUTIES
  • Develop contracts for workforce development services including employment programs training providers and supportive service vendors.
  • Prepare scopes of work procurement documentation and contract materials in accordance with Maryland procurement regulations and agency policies.
  • Ensure contracts align with federal and state requirements associated with workforce programs funded through TANF SNAP Employment and Training and other funding sources.
  • Assist with maintaining documentation needed for compliance and program reporting.
MINIMUM QUALIFICATIONS

Experience: Seven years of experience three years of experience in the administration of a human services program or experience conducting studies and analyses of programs procedures practices and organizations and an additional four years ofprofessional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs procedures practices and organizations.

Notes:

1. Candidates may substitute the possession of a Bachelors degree from an accredited college or university and three years of experience in the administration of a human services program or experience conducting studies and analyses of programs procedures practices and organizations for the required experience.

may substitute graduate level education at an accredited college or university in a human services related field at the rate of 30 credit hours per year for up to six yearsof the required experience.

may substitute U.S. Armed Forces military experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General Administrative Clerical and Office Services field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicantswho possess the following preferred qualification(s).Include clear and specific information on your application regardingyour qualifications.

One year of experience developing and leading a Child Welfare Program.

One year of experience using Microsoft Office and Google Suites.

One year of experience working with internal and external partners to implement solutions for Human Service Programs.

One year of experience creating and managing data collections systems such as CJAMS (Child Juvenile Adult Management System).
