Duties and Responsibilities

Duties include the following:

  • Manage a team of 11 FOIA Analyst and their associated schedule in support of the Centers for Medicare & Medicaid Services (CMS) who independently process simple and complex FOIA requests including backlogged newly received open assigned appeals assigned litigation and others identified by the Contracting Officer Representative (COR).
  • Ensure weekly status reports are delivered to the COR and contribute to the development and submittal of the Monthly Progress Report.
  • Contribute to the development and submittal of the Annual Summary Report.
  • Contribute to the development maintenance/updating and submittal a draft project management plan (PMP) for approval by the COR.
  • Contribute to the development submittal and maintenance of the Staffing Plan.
  • Manage the Risk Identification and Mitigation program for the contract.
  • Support the development of the Monthly Financial Reports.
  • Processing a large volume of routine backlogged appeal and litigation FOIA cases.
  • Identifying potential requests meeting criteria for administrative closure or narrowing of request scope.
  • Disclosure review and analysis.
  • Application of FOIA exemptions.
  • Preparing records for release including the redaction of materials to be withheld and duplicating materials as necessary.
  • Drafting correspondence and engaging in FOIA communications with requesters to narrow the scope of requests.
  • Engaging in FOIA communications with custodians to refine search terms identify disclosure concerns and assess foreseeable harm.
  • Performing and ensuring Quality Control. Contribute to the development maintenance/updating and submittal of Quality Assurance Plan.
  • Support other CMS program FOIA support service needs e.g. document review search term creation.
  • Development operations and maintenance and enhancements to system and features of a FOIA workflow tracking system.
  • Perform FOIA Case Processing and Closure tasks to include:
    • Case Assignment and Review
    • Disclosure Review
    • Records Redaction
    • Process records pertaining to FOIA litigation/appeals
    • Develop FOIA Search Terms and Searches
    • Make QA and Process Improvement Recommendations
  • Participate in Project Status Meetings using VTC and some cases at CMS

Knowledge and Qualifications

  • Must possess at least a Masters degree in a relevant field from an accredited university.
  • Minimum of eight years experience in a leadership position directing projects teams to ensure that project management quality management performance risk/issue management are integrated within the program and closely followed.
  • Must possess required FOIA Act technical knowledge and demonstrated experience with the FOIA process related federal laws and requirements and an understanding of CMS organizational components OSORA FIG processes and CMS regional location coordination processes and contacts.
  • Knowledge and experience providing quality customer service to Government employees military personnel contractors and/or visitors.
