Travel: 6075% to project sites throughout the Northeast Ohio and Texas

Position Overview

We are seeking a Civil Permitting Engineer to support roadway access transportation permitting and infrastructure coordination for large-scale power and energy projects.

This position will be responsible for managing roadway and access-related permitting from early project planning through construction closeout. The Civil Permitting Engineer will work directly with towns counties cities state agencies railroads engineering teams construction management and external consultants to ensure project sites can be safely and efficiently accessed throughout construction.

The role requires significant interaction with public agencies and authorities and will serve as a key representative of the permitting team at meetings with municipalities and other stakeholders.

Key Responsibilities

Manage roadway access approvals and permitting for project sites.

Develop and coordinate Road Use and Maintenance Agreements (RUMA/RUA) with municipalities and other governing authorities.

Obtain permits and approvals for driveway entrances roadway crossings and pipeline crossings.

Coordinate railroad crossings Right of Use/Right of Entry agreements and railroad access requirements.

Develop and evaluate construction access and heavy-haul routes to project sites.

Identify roadway and bridge restrictions including weight limitations and other constraints affecting oversized or heavy construction loads.

Work with towns townships boroughs cities counties state DOTs railroads and other public authorities throughout the permitting process.

Represent the permitting team during township municipal and public meetings.

Coordinate with engineering environmental construction management legal and external consultants to address permitting and access requirements.

Support traffic engineering and Maintenance of Traffic (MOT) planning associated with project construction.

Track permit requirements and conditions throughout construction to ensure ongoing compliance.

Manage roadway-related construction closeout activities including inspections restoration requirements and coordination of required roadway repairs.

Review roadway construction and restoration requirements involving pavement drainage geotechnical considerations guiderail and temporary works.

Support negotiations involving access agreements roadway restoration responsibilities bonding insurance requirements and other permitting conditions.

Qualifications

Bachelors degree in Engineering required; Civil Engineering strongly preferred.

5 years of relevant experience in civil engineering roadway permitting transportation infrastructure construction permitting or a related field.

Experience working directly with municipalities counties state DOTs railroads and other public agencies.

Strong understanding of roadway construction access planning roadway restoration and permitting requirements.

Experience developing or negotiating Road Use Agreements Right of Entry agreements railroad crossing agreements or similar infrastructure/access agreements.

Familiarity with roadway and bridge restrictions associated with heavy-haul and oversize/overweight transportation.

Ability to confidently represent projects in meetings with towns counties cities agencies and other public stakeholders.

Strong organizational communication and interpersonal skills.

Ability to travel approximately 6075% to project sites throughout the Northeast Ohio and Texas.

Preferred Experience

Civil engineering background with experience in roadway transportation or infrastructure projects.

Maintenance of Traffic (MOT) planning.

Oversize/overweight permitting.

Roadway and bridge load restrictions.

Railroad permitting and crossing agreements.

Construction access and haul-route planning.

Roadway restoration and construction closeout.

Bonding insurance and contract administration associated with roadway access agreements.
