Position Summary

Dhaka Technologies Limited Company (DTLC) is hiring a Change Management Specialist on behalf of the District of Columbia Office of Contracting and Procurement (OCP) to support the PASS Modernization Project which is replacing the existing on-premises procurement management system with a new state-of-the-art cloud solution. The specialist plays a key role in the change management process by aligning changes with organizational goals assessing the impact of new system processes facilitating communication among stakeholder groups and scheduling training and providing support to ensure smooth adoption. The role emphasizes minimal disruption to existing work while maintaining the project schedule.

Key Responsibilities

Change Strategy and Planning

  • Apply a structured methodology to support change management activities based on experience with change management principles methodologies and tools.
  • Leverage change management processes and tools to assist in creating a plan and strategy that supports adoption of the changes required by the project.
  • Contribute to the creation of core change management plans including stakeholder communication plans and training plans.
  • Participate in organizational redesign efforts including defining new roles and responsibilities and updating policies and procedures as needed.

Impact Assessment and Stakeholder Communication

  • Assess change impact as directed by the OCP Change Manager by conducting impact analyses evaluating change readiness and identifying key stakeholder groups.
  • Support the design development delivery and management of key communications to project stakeholders.
  • Use videoconferencing tools to conduct meetings workshops and communication briefings.
  • Participate in or manage the creation of change-related communication videos.

Training and Enablement

  • Support training efforts by providing input documenting requirements scheduling sessions and assisting with the design and delivery of training programs.
  • Develop clear step-by-step job aids that support the implementation of new or revised processes.

Coordination and Documentation

  • Coordinate change management initiatives with the OCP Change Manager other team members and the project management office (PMO).
  • Track and report issues to the OCP Change Manager and as directed support entries in the project Risk Actions Issues and Decisions (RAID) log.
  • Organize and maintain documents in designated Microsoft Teams folders ensuring that all documentation is current and easily accessible to procurement staff.
Required Skills and Experience
  • 16 years of proficiency in the Microsoft Office Suite (Word Excel PowerPoint)
  • 16 years producing change management documentation with demonstrated writing and editing skills
  • 16 years of demonstrated written and verbal communication skills with the ability to clearly articulate messages and target documents to a variety of audiences
  • 16 years of demonstrated ability to collaborate with others work independently and manage multiple projects simultaneously
  • Willingness to work onsite 4 days per week

Education
  • Bachelors degree in Change Management Communications business or a related field or equivalent experience (20 years)
