Job Summary

ITCON Services is seeking a results-driven Capture Manager with experience in Federal Civilian (Client) and DoW agencies to lead and manage business development efforts. The ideal candidate will play a critical role in driving growth by developing and executing winning strategies to capture new business opportunities within the Federal Civilian and DoW market. This role involves working closely with business development proposal and operational teams to ensure a seamless transition from opportunity identification to contract execution.

This role operates in a hybrid capacity with a blend of remote work and onsite collaboration at our Tysons corner office in Vienna VA.

Required Skills and Qualifications

Capture Strategy Development:
  • Develop and implement comprehensive capture strategies tailored to specific Federal Civilian and DoW agency opportunities.
  • Conduct market analysis competitive analysis and customer analysis to identify key opportunities and position the company as a leader in the market.
  • Define win themes value propositions and differentiators based on customer requirements and competitive landscape.
Pipeline Management:
  • Work with the business development team to identify and qualify new opportunities within Federal Civilian and DoW agencies
  • Maintain and update the capture pipeline ensuring all opportunities are aligned with the companys growth objectives and strategic goals.
Customer Engagement:
  • Establish and maintain strong relationships with key decision-makers stakeholders and influencers within Federal Civilian and DoW agencies.
  • Participate in industry days conferences and other forums to understand customer priorities and establish the companys presence.
  • Serve as the primary point of contact for customer communications during the capture process.
Proposal Development Support:
  • Collaborate with the proposal team to develop compliant compelling and high-quality responses to Requests for Proposal (RFPs) Requests for Information (RFIs) and other solicitations.
  • Provide strategic guidance input and leadership during proposal development ensuring alignment with the capture strategy.
  • Develop and deliver presentations white papers and other materials to support the capture effort.
Team Leadership:
  • Lead cross-functional teams including technical operational financial and proposal resources to execute the capture plan.
  • Drive collaboration and accountability among team members to ensure milestones and deadlines are met.
  • Mentor junior staff.
Desired Skills and Qualifications:
  • 7 years of Federal capture management experience with demonstrated experience supporting both Federal Civilian agenciesspecifically DHSand Department of War (DoW) agencies.
  • U.S. Citizenship required.
  • Bachelors degree in Business Information Technology Computer Science or a related field preferred but not required.
  • Proven track record of successfully capturing and winning Federal contracts particularly within DHS and DoW with an emphasis on IT services cybersecurity program management and/or consulting.
  • Deep knowledge of the Federal procurement lifecycle including FAR regulations and agency-specific acquisition processes.
  • Strong understanding of DHS and DoW agency missions priorities acquisition environments and challenges.
  • Excellent communication presentation negotiation and executive stakeholder-management skills.
  • Demonstrated ability to lead and motivate cross-functional teams in a high-pressure deadline-driven environment.
  • Proficiency with capture and market-intelligence tools such as GovWin Deltek or similar platforms.
  • Strong analytical skills with the ability to interpret market data assess competitive trends and make data-driven capture decisions.
