Job Summary

RESPEC is hiring a seasoned Business Process Engineer in support of our federal government client. The Business / Process Engineer will serve as a key strategic advisor and technical facilitator for our clients Digital Thread and Product Lifecycle Management (PLM) modernization programs.

The role is designed to bridge the gap between complex engineering operations enterprise technology platforms and organizational change management. The successful candidate will work directly with engineering teams compliance stakeholders and system integrators to capture analyze and optimize mission-critical workflows across hardware and software development lifecycles.

This is a senior-level position requiring deep domain expertise in process engineering systems thinking and the ability to translate operational requirements into scalable enterprise architectures. The role demands a thorough understanding of National Laboratory operations strict configuration management protocols and the unique challenges of high-consequence defense engineering environments.

Primary Scope

Capture current-state engineering workflows map cross-functional data flows design target-state process architectures and establish governance across PLM/ALM implementations.

The Business / Process Engineer will lead comprehensive assessments of existing engineering practices identifying inefficiencies integration points and opportunities for standardization. This includes conducting stakeholder interviews workflow observations and data flow mapping exercises across multiple functional areas including design engineering configuration management quality assurance and software development.

The engineer will synthesize findings into actionable roadmaps that align technical capabilities with organizational objectives ensuring traceability compliance and long-term sustainability of PLM/ALM solutions.

Key Responsibilities

Process Analysis & Workflow Mapping:

Map end-to-end engineering lifecycle processes user journeys and data handoffs across PLM CAD and software design environments.

Review and document current engineering processes workflows process architecture tools data flows and pain points.

Conduct stakeholder interviews and facilitated sessions to capture as-is state operations and identify critical decision points.

Develop comprehensive process maps swimlane diagrams and data flow models using industry-standard business process modeling notation (BPMN) or equivalent frameworks.

 

Gap Analysis & Target State Design:

Conduct gap analyses between legacy design workflows and modern Digital Thread/PLM target architectures.

Identify use cases business value success metrics and pilots to validate proposed process improvements.

Design future-state process architectures that incorporate industry best practices regulatory compliance requirements and organizational constraints.

Develop transition plans and implementation roadmaps with clearly defined milestones dependencies and risk mitigation strategies.

 

Requirements Definition & Governance:

Define requirements traceability frameworks and governance models for enterprise software asset management and configuration control.

Establish process governance structures including roles and responsibilities decision rights escalation paths and continuous improvement mechanisms.

Develop business process analysis documentation and mapping artifacts that meet SNL quality standards and support audit and compliance activities.

Create and maintain requirements traceability matrices linking business needs to system capabilities and validation criteria.

 

Stakeholder Engagement & Translation:

Bridge functional requirements between engineering leads compliance stakeholders and system integrators.

Facilitate cross-functional workshops and design sessions to build consensus and drive alignment across diverse stakeholder groups.

Translate complex technical and regulatory requirements into clear actionable specifications for implementation teams.

Serve as liaison between business process owners and technical solution architects to ensure requirements are accurately interpreted and implemented.

 

Documentation & Knowledge Transfer:

Produce high-quality deliverables including process documentation business cases requirements specifications and governance frameworks.

Support change management and training initiatives by providing process documentation standard operating procedures and user guides.

Maintain configuration control of all process artifacts and ensure version management aligns with Laboratory standards.

Required Qualifications & Experience

Education & Years of Experience:

Bachelors degree in Engineering Business or IT; 1015 years (Principal) or 15 years (Expert) of business architecture or process engineering experience.

Advanced degree (Masters or higher) in a relevant field may substitute for up to two years of required experience.

 

Domain Exposure:

Background supporting DOE/NNSA National Laboratories complex weapons/engineering programs or high-consequence defense facilities with strict configuration control standards.

Demonstrated understanding of the unique operational regulatory and security requirements governing National Laboratory and Department of Defense engineering environments.

Experience working within environments subject to stringent export control (ITAR/EAR) classified information handling and quality assurance protocols (e.g. NQA-1 AS9100).

Familiarity with government contracting frameworks including Firm Fixed Price (FFP) and FFP Level of Effort (FFP-LOE) task order structures.

 

Technical/Tooling Context:

Demonstrated history mapping process architectures for hardware/software integrated environments using PTC tools (Windchill PDMLink CodeBeamer Creo) or equivalent enterprise PLM/ALM suites.

Hands-on experience with enterprise PLM platforms and their integration with CAD PDM ERP and Application Lifecycle Management (ALM) systems.

Working knowledge of industry-standard process modeling tools (e.g. Visio Lucidchart Camunda ARIS) and requirements management platforms (e.g. DOORS Jama Azure DevOps).

Understanding of data management standards metadata schemas configuration item identification and change control workflows.


Qualifications :

Requirements: 

Deep experience translating engineering workflows into functional system requirements without needing to write backend software code.

Proven ability to elicit analyze and document complex business and technical requirements from diverse stakeholder groups.

Strong analytical and problem-solving skills with the ability to synthesize large volumes of information into clear actionable insights.

Excellent written and verbal communication skills including the ability to produce executive-level presentations technical documentation and cross-functional briefings.

Demonstrated capability to work independently manage multiple concurrent priorities and deliver high-quality results in dynamic fast-paced environments.

Preferred Qualifications

Professional certifications in business process management enterprise architecture or systems engineering (e.g. CBAP TOGAF CSEP Lean Six Sigma Black Belt).

Prior experience implementing Digital Thread Model-Based Systems Engineering (MBSE) or digital transformation initiatives in government or defense settings.

Familiarity with Agile/SAFe methodologies and their application to engineering process improvement programs.

Experience with data governance frameworks master data management and enterprise taxonomy development.

Knowledge of cybersecurity frameworks (e.g. NIST 800-53 RMF) as they apply to engineering data management and PLM systems.

Understanding of software configuration management DevSecOps practices and continuous integration/continuous deployment (CI/CD) pipelines.

Prior work with PTC Windchill Teamcenter 3DEXPERIENCE Aras Innovator or similar enterprise PLM platforms in a National Laboratory or DOD environment.

Experience supporting nuclear weapons programs advanced manufacturing or high-reliability engineering disciplines.

Work Environment & Clearance Requirements

**Location:** Work will be performed at Sandia National Laboratories Albuquerque NM (Kirtland Air Force Base campus). This position may require on-site presence for stakeholder engagement process observation and collaborative working sessions.

**Security Clearance:** Personnel must be eligible for site access at Sandia National Laboratories. A Department of Energy Q or L clearance may be required or preferred depending on the specific task order and work scope. Candidates must be U.S. citizens and able to obtain and maintain the appropriate level of clearance.

**Site Access:** Compliance with all Sandia National Laboratories site access requirements including Defense Biometric Identification System (DBIDS) registration Personal Identity Verification (PIV) credentialing and required general awareness education and training.v
