Duties

GS 07:

  • Uses prescribed methods to perform specific and limited work assignments that are normally minor phases of a broader assignment of a higher-grade Environmental Professional.
  • Performs assignments meant to familiarize incumbent with execution of typically assigned projects in-house and by contract and with all applicable Federal State and local environmental laws and policies.
  • Assists with the coordination of curricula and training for assigned program areas on the installation.
  • Assists in providing advisory services on questions issues and projects in assigned program areas.
  • Complies with health safety and environmental rules and procedures and performs work that enhances the safety of the work environment.
GS 09:
  • Performs work assignments that are moderately difficult and complex including phases of a broader assignment of a higher-grade Environmental Professional.
  • Responsible for executing moderately difficult assigned projects in-house and by contract to comply with all applicable Federal State and local environmental laws and policies.
  • Assists with the coordination of curricula and training for assigned program areas on the installation.
  • Provides advisory services on questions issues and projects in assigned program areas.
  • Complies with health safety and environmental rules and procedures and performs work that enhances the safety of the work environment.
GS 11:
  • Monitors and manages assigned environmental projects through application of professional knowledge and skill in Environmental Program Management practices processes and techniques.
  • Responsible for executing assigned projects in-house and by contract to comply with all applicable Federal State and local environmental laws and policies.
  • Coordinates curricula and training for assigned program areas at the installation.
  • Provides advisory services on questions issues and projects in assigned program areas.
  • Complies with health safety and environmental rules and procedures and performs work that enhances the safety of the work environment.
GS 12:
  • Provides extensive environmental expertise to manage assigned environmental projects or programs through application of professional knowledge and skill in environmental practices processes and techniques.
  • Responsible for executing assigned projects or program element(s) in-house and by contract to comply with all applicable Federal state and local environmental laws and policies.
  • Provides advisory services on specific problems projects programs and functions in assigned program area. Serves as the installations most knowledgeable technical consultant on environmental compliance laws and regulations.
  • Complies with health safety and environmental rules and procedures and performs work that enhances the safety of the work environment.

  • This position requires a background investigation to verify suitability for employment.

Qualifications

In order to qualify you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions Professional and Scientific Positions.

SPECIALIZED EXPERIENCE:
GS-07:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05 or equivalent in other pay systems. Examples of specialized experience includes experience of environmental concepts and principles as well as the ability to apply standard environmental professional practices methods and techniques to perform relatively routine projects or a portion of a larger and more complex project. Experience with relevant software programs and data bases to gather information prepare reports and communicate critical information. Ability to search technical reports manufacturers catalogs and other guidelines and publications to obtain information prepare reports and perform routine assignments. Ability to make selections and adaptations of environmental applications and alternatives and after approval by the supervisor or higher-grade engineer carry out the sequence of details. GS:09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07 or equivalent in other pay systems. Examples of specialized experience includes experience of environmental concepts and principles as well as the ability to apply standard environmental professional practices methods and techniques to perform relatively difficult but well precedented assignments. Experience of applicable Federal State and local environmental laws regulations or integration principles and practices and other guidance to make recommendations concerning assigned restoration compliance conservation pollution prevention projects. Ability to search technical reports manufacturers catalogs and other guidelines and publications to obtain information prepare reports and perform moderately difficult assignments. Experience of environmental disciplines to be aware of ramifications of their findings and actions inherent in assigned environmental projects studies and programs. Ability to make selections and adaptations of environmental applications and alternatives and after review by the supervisor or higher-grade engineer carry out the assignment. GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09 or equivalent in other pay systems. Examples of specialized experience includes experience of a wide range of environmental duties; and the skill to modify standard practices and adapt equipment or techniques to solve a variety of problems; adapt precedents or make significant departures from previous approaches to similar projects to provide for the specialized requirements of projects; and apply standard practices of related disciplines as they relate to environmental functions. Experience with applicable Federal State and local environmental laws regulations or integration principles and practices and other guidance to make decisions and recommendations concerning assigned restoration compliance conservation pollution prevention projects. Experience of environmental disciplines to be aware of ramifications of their findings and actions inherent in assigned environmental projects studies and programs. Ability to plan develop coordinate and monitor environmental facilities or projects so as to assure compliance with applicable objectives standards and requirements. EDUCATION:

FOR THE GS-07: 1 year of graduate-level education or superior academic achievement
FOR THE GS-09: 2 years of progressively higher-level graduate education leading to a masters degree or masters or equivalent graduate degree
FOR THE GS-11: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree

COMBINATION OF EXPERIENCE AND EDUCATION:

FOR THE GS-07 GS-09 and GS-11: Education and experience may be combined for all grade levels for which both education and experience are acceptable for Professional and Scientific Positions. (

GS-12: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11 or equivalent in other pay systems. Examples of specialized experience includes experience with a wide range of environmental duties; modifying standard practices and adapting equipment or techniques to solve a variety of problems; making departures from previous approaches to similar projects to provide for the specialized requirements of projects; applying standard practices of related disciplines as they relate to environmental functions; and applying environmental disciplines to remain aware of the ramifications that the findings and actions inherent to the assigned environmental projects studies and programs may have. Ability that includes research gathers information and prepares the planning programming and budgeting system (PPBS) documentation in support of assigned programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Education
