JOB TITLE: BAH Program Manager
GOVERNMENT AGENCY & LOCATION:
NSA Naples (Capodichino) but with temporary travel trips to NSA Bahrain.
JOB SUMMARY:
Provide services in support of the overall operational objectives of Naval Facilities Engineering Systems Command Europe Africa Central (NAVFAC EURAFCENT) and its effort to provide facilities and engineering support to Naval Support Activity (NSA) Bahrain and its areas of responsibilities. Primary duties are to provide planning estimating scheduling engineering project management and administrative services with a primary work location at NSA Naples (Capodichino) but with temporary travel trips to NSA Bahrain. NSA Bahrain is comprised of four (4) installations known as NSA 1 NSA 2 NSA 3 and Isa Air Base.

EDUCATION and EXPERIENCE REQUIREMENTS:
Minimum of 5-years technical and practical knowledge and experience as a degreed Engineer or Architect who has worked on US Department of Defense or other similar government agency projects.
Experience ability and understanding of planning design and construction methods principles and practices applicable to multidisciplinetrade projects as well as vertical and horizontal construction projects technical engineering drawings and specifications written statements of work complex and diverse engineering designs and changes to the contract documents.
Experience and ability to monitor project planning design and new construction maintenance repair and alteration projects to a successful and timely completion with respect to schedule and budget.
Program Management
Support the Resident Officer in Charge of Construction (ROICC) in the pre- and postaward management of MILCON SRM and special projects.
Lead for their multidisciplinary staff of personnel that will support the Bahrain reconstruction efforts as defined throughout this PWS.
Oversee the development of project design packages and Request for Proposal (RFP) technical requirements.
Manage the branch Resource Allocation Plan (RAP) and workload distribution.
Provide engineering consultations and quality assurance for technical submissions.
Work with key stakeholders to ensure requirements are clearly articulated and documented funding is programmed and allocated and project schedules are adhered to.
Resolve any and all issues that affect cost schedule or quality of PDC products and facility delivery to the warfighter.
Track and report progress weekly to OPS and identify any barriers to successful execution immediately.
Work with AOPS and coordinate with the Resident Officer in Charge of Construction (ROICC) to ensure mission-critical projects meet schedule and cost targets and represent the command in high-level stakeholder and project synchronization meetings.
Assist as a program point of contact to resource sponsors supported commanders and major claimants for acquisitions assigned to the Business Line (BL).
Assist with planning and design execution of acquisition programs environmental and real estate actions and funds management through work completion for all BL assigned workload.
Plan for execution of programs coordinating with other key managers in the Operations Department and Acquisition Support Line to ensure efficient and effective completion of project planning actions and designs considering both contractor and internal Command accomplishment.
Manage incoming workload and the work induction process/procedures for all new work accepted for delivery within the FEC Core.
Assist with efforts to determine Acquisition Strategies (In House or Contract Design-Build or Design-Bid-Build) assignment of execution team (AOPs Core BL or Public Works Department) and Plan of Action and Milestones (POAM) for major projects and programs.
Facilitate the interaction between planners designers product managers and Public Works Department (PWD) personnel and help resolve problems in funds shortfall in the execution of projects and in administration of contracts.
Make recommendations based on experience and understanding of the goals and objective of programs and major projects to be initiated for design and/or execution for construction.
Be a focal point for all acquisition execution for Supported Commands and their operating field activities.
Provide advice guidance policy recommendations coordination and maintenance of the overall process throughout the design construction acceptance and project close out of both facilities acquisition through traditional procurement and Public Private Venture/lease construction strategies.
Make recommendations and assist with decisions on complex technical and policy areas determinations and proposals that substantially affect functional requirements and the expenditure of money time manpower and other resources.
Manage programs and projects in a timely manner and accomplish objectives within resource constraints and have advanced skills in planning implementation performance control and achievement monitoring.
Determine client work requirements in situations where such requirements are driven by both client and program directives.
Assist the team to advise on what resources (manpower and dollars) to devote to specific projects in coordination with Planning Design and Project Manager Supervisors and facilitates appropriate changes in workload processes tools and other actions to meet these requirements on time within cost constraints and to the clients satisfaction for assigned PWDs as they support major military acquisition programs.
Assist in identifying workload priorities and work with all Business and Support Lines and other AOPs to resolve workload priority conflicts.
Provide support as the engagement point and work with other Supported Commanders programmed and un-programmed workload to support long term and short term mission goals within constraints.
Provide senior staff support to PWO OPS DOPS and AOPS to manage execution of technically complex high level high visibility engineering and non-engineering related projects; includes researching analyzing developing and providing recommendations regarding execution policy guidance and transformational initiatives including leading or facilitating deployment of these initiatives.
Technical
Assist in representing the Command on high visibility facility procurements and resolution of complex installation issues supporting major military programs.
Assist with preparing responses to Congressional inquiries concerning assigned area of expertise.
Be an Engineer or Architect who can exercise engineering and/or architectural judgment in program execution and help guide and coach acquisition team members including both project managers and Command staff.
Provide technical guidance over a broad range of acquisition engineering and professional areas and issues resolves problems involving project scope funding difficulties and interpretation of Congressionally authorized scope and statutory limitations. These problems scope and funding difficulties which require in-depth understanding and experience of military construction statues policies and regulations include: 1) Assuring projects and actions comply with Congressional mandates as defined in Appropriation and Authorization Acts; 2) Where funding is inadequate to support functional necessities of the facility developing alternative course of action within funding constraints and escalation.
Maintain staff focused on project costs within these same requirements and recommend alternative courses of action where public law requirements are in jeopardy of being exceeded.
Participate with multiple teams of engineers architects and planners responsible for developing planning design construction and maintenance associated with needs defined by Supported Commands and other interested parties.
Pprovide recommendations for design and other engineering services and shall provide recommendations when required on materials submitted by contractor firms for construction.
Assist in issues involving contractor technical matters including architectural structural civil mechanical environmental and electrical engineering.
Reviews issues of dispute as presented by all parties design/construction execution other engineering and real estate matters and make recommendations on the course of action; and help resolve sensitive public relations implications with owners/principles of A/E firms or contractors with regard to the firms capabilities to perform design or other work from the Facilities Engineering.
Financial Management
Advise for the efficient use of planning design construction environmental real estate management and public works funds while meeting the customers expectations for quality and for a complete and usable facility or product; includes ensuring the proper usage of funds in compliance with the appropriated fund source.
Assist with the coordination of execution of programs with other key managers in the Operations Department and Financial Management FM Support Line to ensure cost effective financial compliant project completion.
Knowledgeable about Mission and Reimbursement funding policies and processes; make recommendations on the efficient use of financial resources of the Command which fall within the purview of operations training and travel.
Administrative
Provide for the efficient processes in correspondence assembly of essential information and other administrative manners integral to the accomplishment of the work.
Problem-solving and client service skills to facilitate group and individual interaction between the client and NAVFACSYSCOM team members. This will include but is not limited to: 1) Recognize the need for and facilitate meetings to enhance working relationships; 2) Balance the needs of opposing groups working toward an equitable solution and facilitating the solution into action; 3) Intercede when required to smooth the flow of meetings keeping ultimate goals in mind and building consensus; 4) Remain calm and productive in high stress and/or sensitive situations.
