The position leads a specialized team that partners with Capture Managers Proposal Managers Program Managers Planners and cross-functional program teams to architect and implement program structures (ProStart) develop planning artifacts and apply advanced planning techniques to support pursuits startups and predictable execution.

This leader is responsible for driving alignment on strategy clearly defining work scope and handoffs integrating technical and programmatic solutions into RTX Lifecycle Program Management (RLPM) Management Plans and planning artifacts and enabling disciplined customer-focused planning aligned with RLPM and PEPP (pre-execution program planning). The role sets program activation strategy champions continuous improvement engages the voice of the customer and leads transformation initiatives that strengthen program activation across the business.

What You Will Do:

• Lead a team responsible for facilitating RLPMPEPP ProStart development of program structures and advanced planning techniques such as reverse planning and Schedule RAACCE (Schedule Risk Assessment Acceleration Critical Chain for Execution) with program teams.

• Deployment maturation and sustainment of Raytheon RLPM-PEPP

• Partner with Functional leaders Capture Proposal and Program Managers to develop tailor and deploy program structures (PBS WBS OBS RAM etc.) planning processes and schedule optimization techniques including reverse planning Schedule Risk Assessment Acceleration and Critical Chain for Execution (RAACCE). Maintain compliance with program planning standards while tailoring solutions to customer and internal requirements.

• Drive program alignment on strategy work scope definition cross-functional handoffs and baseline planning discipline.

• Build strong customer relationships respond resourcefully to customer issues and obtain timely feedback to improve planning products and services.

• Lead transformation and continuous improvement initiatives by incorporating customer feedback and promoting planning best practices across the business.

• Manage team workload prioritize across multiple pursuits and startups and ensure high-quality deliverables on tight deadlines.

• Must be able to travel up to 50%.

Qualifications You Must Have:

• Typically requires a Bachelors Degree and minimum of 12 years of professional experience in Program Management and/or Program Planning & Scheduling or an Advanced Degree in a related field and minimum of 10 years experience.

• Experience with Earned Value Management System (EVMS) or similar business process.

• Experience managing a team of professionals.

• Experience supporting the integration of subcontractors and operations into program plans schedules and financial tracking.

Qualifications We Prefer:

• Bachelors Degree in STEM

• Proven leadership experience developing talent building highperforming teams and empowering individuals through clear expectations and effective coaching.

• Strong ability to align and influence stakeholders communicate complex concepts clearly and present confidently across all organizational levels.

• Demonstrated expertise in program management across the full lifecycle including competitive proposals large startups disciplined execution and environments with external IMS/EVM requirements and complex dependencies.

• Skilled in designing and implementing program structures and management plans integrating technical and programmatic solutions and applying planning methodologies and program management processes.

• Deep proficiency in productbased program structures and standards (MILSTD881 PBS TFM/Bid Matrix WBS OBS RAM phasing schedules IMP/IMS) and in schedule development and optimization techniques (reverse planning Schedule RAACCE).

• Experience leading transformation initiatives change management and continuous improvement supported by credentials in Lean Six Sigma CORE or equivalent methodologies.

The salary range for this role is 157200 USD - 298800 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer including but not limited to the role function and associated responsibilities a candidates work experience location education/training and key skills.
