Deploys Client is seeking an Assistant Program Manager II to own the recurring execution and financial preparation work of a program and to train others in it. This is the first role in the Program Management Group to which Deploys Client delegates real execution authority: issuing purchase orders against approved buyout approving vendor invoices against verified receipts driving constraint elimination with Manufacturing and Supply Chain and preparing the financial deliverables that a Project Manager reviews and owns.

Program Management is the central nervous system of Deploys Client and the Assistant Program Manager II is where execution becomes reliable enough to build on. This is the first role in the Group that carries an external voice communicating daily with clients and vendors on behalf of Deploys Client and the first that is expected to improve a process rather than only perform it. An APM II who documents a better way of doing something changes how every program does it. Demonstrated management and accountability for the DMC execution of one or more projects totaling $5M to $8M in actively managed Deploys Client contract revenue held simultaneously is the measure of readiness to advance from this level.

Job Responsibilities:

Program Execution & Systems

Own the accurate and timely execution of all Assistant Program Manager I program tasks for assigned projects including program schedules (BP Milestone Order Book PSR Schedule) Buyout Logs QFL inputs FKOP transfer and module custody transfer.

Improve and document program tasks and processes and train other Assistant Program Managers on their successful execution.

Reliably maintain the enterprise coordination schedules documents and spreadsheets that other departments depend on.

Lead the elimination of Manufacturing and Supply Chain constraints for assigned projects: identify the constraint drive the owner to a date and confirm closure.

Schedule Management

Maintain assigned program schedules from verified source information and reconcile them against Manufacturing Design Supply Chain and Construction inputs.

Identify schedule variances and their downstream impact and present them to the Project Manager with a recommended response.

Financial Management

Prepare JCRs Owner Invoices Change Orders Subcontracts and the Scope Matrix for Project Manager review; accuracy and completeness of the prepared package is this roles accountability.

Lead the successful execution of vendor invoice approvals: verify receipt quantity pricing and PO coverage before approving within delegated limits.

Maintain the Buyout Log as the authoritative record of committed cost for assigned projects.

Procurement & Buyout

Create and issue purchase orders against approved buyout scope and budget.

Support the Project Manager through the buyout process for Manufacturing FKOP/DTS and Subcontractors: assemble bid packages track responses and organize leveling information.

Quality & Safety

Own Quality Feedback Loop inputs and tracking for assigned projects and confirm that recorded observations reach the responsible party.

Comply with and reinforce Deploys Client safety requirements in the plant and in the field.

Communication & Stakeholder Management

Communicate effectively and professionally with external parties including clients and vendors on a daily basis regarding factual and administrative matters.

Recognize and properly escalate situations that warrant Project Manager or leadership involvement.

Scope of Authority:

Issue purchase orders that execute a commitment already established in the approved buyout log and budget.

Approve vendor invoices within delegated dollar limits where receipt quantity and pricing have been verified against an issued purchase order.

Communicate directly with clients and vendors on factual administrative and status matters.

Direct and train Assistant Program Manager I personnel on assigned program tasks and processes.

Change a program process or template for assigned projects with Project Manager concurrence.

Requires escalation

Any commitment of new scope new price or a new contracted date however small.

Execution of any subcontract which requires Project Manager I or above; execution of any Owner Change Order or Owner Invoice which requires Project Manager II or above. This role prepares them.

Any vendor invoice that exceeds the delegated limit lacks PO coverage or does not reconcile to receipt.

Any commercial position taken with a client or vendor including pricing discussions and schedule promises.

Any dispute claim or client dissatisfaction.

Any safety incident or quality escalation affecting a delivered module or installed work.

Job Skills & Qualifications:

Required

2 to 4 years of relevant experience. A minimum of 2 years in role is required before advancement to Project Manager I.

Demonstrated management and accountability for the DMC execution of one or more projects totaling $5M to $8M in actively managed Deploys Client contract revenue held simultaneously.

Foundational understanding of the DMC methodology and principles.

Demonstrated ability to train others on the successful execution of program tasks and processes.

Ability to communicate effectively with external parties (clients vendors) on a daily basis.

Demonstrated ability to continually improve and document program processes.

Basic understanding of contracts and subcontracts.

Strong organizational and documentation skills with accuracy and attention to detail.

Ability to manage multiple tasks simultaneously and hold every deadline.

Eagerness to learn and to take calculated well-reasoned risks.

Clear professional written and verbal communication.

Ability to identify and solve complex issues.

Proficiency in project-based software and advanced proficiency in Microsoft Excel.

Familiarity with AHJ and regulatory requirements.

Preferred

Bachelors degree in a related field (Building Science Engineering Construction Management Data Analytics or similar).

Working proficiency in Smartsheet MS Project or Primavera P6 Bluebeam and Autodesk Construction Cloud.

Exposure to Microsoft Dynamics Business Central or a comparable ERP.

Demonstrated use of AI tools such as to reduce cycle time on recurring program tasks.

Experience in modular construction or design-build environments.

Advancement Criteria:

Advancement to Project Manager I requires demonstrated performance in all of the following evaluated annually:

A minimum of 2 years in the Assistant Program Manager II role.

Demonstrated management and accountability for the DMC execution of one or more projects totaling $12M to $15M in actively managed Deploys Client contract revenue held simultaneously.

Strong understanding of the DMC methodology and principles.

Demonstrated sound decision making regarding project finances procurement and program processes.

Demonstrated ability to lead important client vendor and internal meetings.

Demonstrated ability to communicate effectively with client Project Managers.

Demonstrated ability to effectively train lead and supervise direct reports on a daily basis.

Demonstrated ability to develop and maintain program schedules buyout logs (Design Manufacturing FKOP and Construction) and change order logs without supervision.
