Knowledge Skills and Abilities/Management Preferences

The Knowledge Skills and Abilities (KSAs)/ Management Preferences are not required. Applicants who possess the following skills are preferred:

• Hands-on experience with Application testing and knowledge of Quality Assurance practices.

• Strong Automation Testing knowledge and skills with any Test Automation tools such as selenium TOSCA JMeter.

• Strong knowledge of Test Management and Project management tools such as JIRA ServiceNow to align with Agile methodology and to build reports and dashboards.

• Must be able to communicate effectively and professionally in verbal and written forms with management and co-workers and maintain effective working relationships.

• Highly prefer experience in Medicaid applications and or other commercial health plans.

Management Preferences:

• Proven experience with software testing test management tools and automation tools.

• Experience with Health Care related knowledge in Medicaid

The Office of the Secretary serves as the executive leadership arm of the North Carolina Department of Health and Human Services (NCDHHS) guiding the Departments mission to improve the health safety and well-being of all North Carolinians. The IT division (ITD) is one of the divisions that report to the Operational Excellence portfolio. The ITD division comprises four sections: Implementation and Operations Strategy and Workforce Enterprise Technology and Vendor and Finance. ITD offers the following services but not limited to implementations operations project/portfolio management infrastructure consulting business division liaison digital transformation IT strategy enterprise technology IT contract and vendor management and data office services.

  Bachelors degree in Computer Science Computer Information Systems Computer Engineering math or Engineering or related technical degree from an appropriately accredited institution

  Bachelors degree and some computer coursework from an appropriately accredited institution and one year of experience in business application consulting or development

  An equivalent combination of education and experience
