Description
The Teachers Retirement System of Oklahoma (TRS) is undertaking a comprehensive multiyear modernization initiative to replace aging legacy systemsincluding full retirement of the ALICE platformand transition to a unified cloud native environment. This effort centers on building MyPAS 3.0 a modern Azure-hosted pension administration system that integrates seamlessly with MyTRS and MyERS.
TRS serves a large and diverse membership of over 210000 employees and retirees across more than 600 school districts career tech centers colleges and universities making it the largest of Oklahomas six state pension systems.
The modernization responds to long standing challenges such as fragmented workflows manual processes limited scalability and stability issues in legacy technologies. The initiative introduces a modern stackAngular REST APIs Azure SQL Managed Instances Azure Function Apps Power BI a document management and process automation solution (pending platform evaluation and alternatives)to support scalable secure and efficient operations.
- Current state:
- Legacy systems moved from on-premises hosting to Azure cloud migration in May 2024
- Member portal modernized July 2025
- All IS resources support legacy systems while simultaneously building modernized ones
- Project charter and Software Development Life Cycle established and in practice
- Environment and foundation for modern applications defined and nearing completion
- Expected outcomes:
- All major systems operate on the Azure platform with improved performance scalability and maintainability.
- Retirement of ALICE and elimination of legacy technical debt.
- Reduced manual work fewer errors and significantly improved turnaround times.
- A modern document storage and capture solution with improved workflows and reduced fragmentation

Requirements
- Knowledge of modern application development frameworks programming languages and secure coding practices
- Knowledge of software development lifecycle (SDLC) methodologies including Agile
- Knowledge of business process analysis functional design principles documentation standards user story development and acceptance criteria definition
- Knowledge of TRS business rules including those specific to the Pension Software System
- Familiarity with legacy systems architecture dependencies technologies and integration points
- Skill in performing all aspects of application development including coding unit testing documentation code reviews and submitting pull requests for TRS staff to review
- Skill in developing enhancing and maintaining application components that meet functional and technical requirements
- Skill in developing clear actionable user stories and maintaining a prioritized backlog
- Skill in developing APIs system interfaces and automation workflows
- Ability to deliver high-quality work output with minimal defects
- Ability to translate technical specifications into maintainable production-ready software
- Ability to collaborate effectively with TRS technical staff analysts testers and project managers
- Ability to manage multiple development tasks and meet established timelines
- Ability to communicate complex concepts clearly to both technical and non-technical audiences
