Department History Overview
Harris County Resources for Children and Adults was founded in 1966 as the Harris County Child Welfare Board to provide support services for children taken under the wing of the Texas Department of Family and Protective Services. Fifty years later Harris County Resources for Children and Adults still provides this support. But the now-county department has expanded services for early prevention intervention and adult services.

Brief Position Overview:
The Harris County Guardianship Program serves as legal guardian for incapacitated adults. Under the supervision of the Adult Services Program Manager this position provides direction and supervision to case managers providing integrated social services for clients declared wards of Harris County.
Duties & Responsibilities:
Provides clinical guidance on case management issues to direct services of case management staff.
Monitors casework to ensure effective and efficient service delivery for wards.
Reviews wards physical mental and emotional well-being to ensure proper placement and treatment is being delivered.
Monitors the ongoing field activities of the case managers.
Conducts monthly case audits to ensure compliance with Council on Accreditation and Guardianship Standards program policies and the Estates Code.
Conducts quarterly site visits.
Serves as the supervisor on call as scheduled.
Acts as Unit Manager to case managers who are certified guardians.
Conducts unit meetings on a regular basis to monitor compliance with program objectives Guardianship standards and program policies and procedures.
Selects supervises and evaluates assigned staff.
Conducts or oversees staff conferences six-month performance evaluations initiates and implements disciplinary actions as warranted.
Provides for the training and motivation of staff development in order to make full use of individual capabilities and to meet changing system demands.
Acts as a Certified Guardian Manager to case managers who are provisionally certified guardians.
Ensures adherence to the program policies and procedures by reviewing case documentation generating reports and analyzing data.
Meets deadlines for submitting reports and information as required by applicable state law and local court rules.
Serves as liaison between program and community partners including vendors other agencies and the Probate Courts.
Conducts community presentations on the Guardianship Program.
Serves on agency and program committees.

Requirements
Education:
Bachelors degree majoring in Social or Behavioral Sciences Social Work Public Administration or a related field from an accredited college or university
Experience:
Minimum three (3) years of full-time paid work experience in case management working with adults in a Social Services setting.
Minimum two (2) years of supervisory experience in a Social Services setting.
Training and experience using a personal computer with a variety of software such as Microsoft Outlook Microsoft Word and Microsoft Excel.
Licensure:
Reliable transportation with a valid Texas drivers license and auto liability insurance.
Must pass the Judicial Branch Certification Commissions criminal history check to be certified as a Guardian Case Manager and obtain and maintain a Provisional Guardianship Certification within two (2) months of hire. (Failure to obtain and maintain the certification will result in termination of employment.)
Certification as a Texas Certified Guardian by the Judicial Branch Certification Commission or the ability to obtain such certification within one (1) year of employment. (Texas Government Code Chapter 155).
Knowledge Skills & Abilities:
Knowledge of management and supervisory principles and practices including program planning contract requirements budgeting direction coordination and evaluation.
Knowledge of principles practices and techniques of case management and administration case management documentation and records management.
Skill in emphasizing valuing and dealing successfully with the special capabilities distinctive cultural histories and unique needs of people of various socio-economic ethnic and cultural backgrounds.
Skill in analyzing interpreting and applying Texas Estates Code and Guardianship Standards.
Must have good written and oral communication skills.
Be self-discipline and dependable.
Meets deadlines to complete projects and assignments.
Multitask and work independently.
Contributes effectively to the accomplishment of team or work unit goals objectives and activities.
