Job Summary

Summary

The Administrative Officer is responsible for administrative supervision planning and oversight of Specialty Care or Surgical Services under the direction of the Chief of Specialty Care or Surgical Services.


Duties

Duties include but are not limited to:

  • Directly responsible for advising on and coordinating all administrative policies programs and operations of a highly complex health care delivery system with care spanning seven CBOC facilities and the main campus and involving individual staff and trainees.
  • Review and analysis of productivity data development of action plans to improve performance and/or productivity and implementation of management controls.
  • Responsible for planning and making decisions related to resource allocation to include FTE ceiling salary budget supply budget equipment budget space utilization maintenance contracts and overtime usage.
  • Participate in strategic planning for the Specialty Care Service including setting short and long-rang planning goals based on data analysis and in conjunction with the Service Chief.
  • Serves as the management official for Specialty Care or Surgical Service on a variety of councils and committees within the formal governance structure.
  • Exercises full first line supervisory authority which requires performance of a broad range of duties such as selecting retaining and promoting staff; assigning directing and reviewing work; establishing performance standards; reporting requirements; managing performance; administering leave; resolving staff complaints and grievances; investigating instances of misconduct and initiating disciplinary and adverse actions; and identifying staff training and development needs.
  • Responsible for ensuring new or changing programs are implemented effectively and efficiently.

Work Schedule: Monday - Friday 8:00 am - 4:30 pm (Subject to change based on the needs of the Agency)

Our service has staff located throughout the facility from the basement to the 4th floor. A pre-placement physical examination is not required.

    Qualifications

    To qualify for this position applicants must meet all requirements by the closing date of this announcement 10/02/2026.

    Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year it may not clearly demonstrate you possess one-year time-in-grade as required by the this instance you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

    You may qualify based on your experience and/or education as described below:

    • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to:
      • Experience with VA/VHA directives handbooks and compliance actions.
      • Performance improvement program development and implementation.
      • Contracting Officers Representative (COR) duties and contract evaluation.
      • Budgeting financial management and fund control point responsibilities.
      • Data analysis for workload optimization and make/buy analysis in healthcare operations.
    OR
    • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or an LL.M. in a field related to this position that demonstrates the knowledge skills and abilities necessary to do the work of this position. (Examples of related fields may include but not limited Healthcare Administration) Note: Transcripts are required.

    • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education (beyond the first two graduate years or 36 semester hours) and specialized experience to meet the total experience requirements. The education portion must include graduate courses that demonstrates the knowledge skills and abilities necessary to do the work of the position.
