Job Summary

Summary

Incumbent serves as the Administrative Officer to the Business this position the individual provides for a variety of complex administrative management services and related perspectives essential to the operation and direction of the Business Office.


Duties

Major duties and responsibilities include:

  • Personnel Administration and Management Work: Directs the personnel management program for the organization performing or overseeing a full range of human resource requirements. Performs the full range of personnel management and administration for a small organization with varied functions and activities. Acts as the liaison with the human resources office concerning personnel-related matters. Provides advice and assistance to staff concerning Federal and agency personnel processes and procedures.
  • Budget/Financial Management Work: Provides for the budgeting and financial management for the Business Office. This included budget formulation justification and execution; financial management; and financial reporting for total budget of 2.2 million. Provides advice to management and program personnel on budgetary and finance issues. Manages budget formulation and execution for a changing budget of administrative expenses involving different funding sources. Analyzed Federal Budget calls reviewing guidelines and instructions. Briefs Business Office leadership of schedules and data requirements.
  • Administrative Management: Provides for the overall administrative management for the Business Office. This may include interpreting administrative policies developing implementing local policies defining administrative requirements and/or providing advice to top management on related issues. This includes but not limited too various Standard Operating Procedures employee timesheets advice on decedent affairs enrollment and eligibility issues and all other concerns related to the Business Office operations.
  • Procurement/Contracting: Assisted Parking Contract Ambulette contracts and all other contracts and proposals Business Office related. This may include preparing procurement requests evaluating proposals for work acting as a Contracting Officers Representative (COR) for procurements and/or maintaining procurement and contracting records. Manages contracting and procurement for small procurements that require varying approaches.
  • Performs other related duties as assigned.

Work Schedule: Full-Time Monday - Friday 8:00 am - 4:30 pm

    Qualifications

    To qualify for this position applicants must meet all requirements by the closing date of this announcement 10/05/2026.

    Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year it may not clearly demonstrate you possess one-year time-in-grade as required by the this instance you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

    In addition to the TIG requirement you may qualify based on your experience and/or education as described below:

    • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: coordinating and managing administrative programs and projects within the office; Overseeing data collection processing and preparing reports for management use; managing purchasing activities contracts and vendor relationships; assisting in the development and implementation of long-term goals and strategies for the office; managing office property equipment and supplies to support business operations; overseeing and managing budgets financial records and resource allocation for the office. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR
    • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D. in a related field that demonstrates the knowledge skills and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR
    • Combination: Applicants may also combine education and experience to qualify at this level. You must Possess equivalent combinations of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements.
