2027 Summer Intern Contracts Administration

We are currently hiring interns to join our Contracts Procurement and Pricing (CPP) teams (Contracts Subcontracts Purchasing and Compliance). This group is part of the internal support process within ICF helping the project teams win and manage their projects. We help shape policy and procedures to comply with government commercial state and local practices to ensure we remain compliant with our client guidelines. Some of ICFs major clients include Federal Highway Administration Environmental Protection Agency (EPA) Exelon Utilities LA Metro Centers for Disease Control (CDC) Army Research Institute and Puerto Rico Dept of Housing.

This is a full-time 10-week entry level internship position that begins in June and ends in August 2027. The internship will work a hybrid schedule from our Reston VA office (2x per week). At this time we are unable to provide relocation nor housing assistance.Pay is $23 per hour.

As a Contracts Intern you will providedirect support to the ICF Contract Administration (CA) Team by:

• Assistingwith thereviewof Non-Disclosure and Teaming Agreements forfuture business opportunities where ICF will be a subcontractor.

• Assistingwiththe management of contract files on the Contracts SharePoint site (e.g. naming reorganizing uploading documentsidentifyingdocuments bytypeand tagging them).

• Assistingwith contract set-upsin our Contract Management System.

• Assistingwith internal data calls and internal audits.

You will gain valuableexperience in theproposaldevelopmentprocess from the CAs point of view to include:

• Reviewing solicitationterms and conditions(RFPs etc.)

• Assistingwith the business/price volume response toinclude:compliance review writing theprice narrativeandcompleting required forms/certifications.

• Coordination with the proposal response team including Pricing Subcontracts Proposal Coordinators et al. including attending formal proposal review meetings.

As a Subcontracts Administration Intern you will provide direct support to the Subcontracts Administration Team by:

• Assisting with the drafting of Non-Disclosure Agreements (NDAs) Teaming Agreements and modifications to existing agreements related to future business opportunities where ICF may engage companies or independent consultants as subcontractors or partners.

• Supporting vendor setup and maintaining subcontract records in SharePoint to help ensure the accuracy and completeness of subcontract compliance files.

• Using Microsoft Copilot and other approved productivity tools as appropriate to assist with summarizing solicitation or agreement requirements organizing compliance information and improving the efficiency and quality of administrative work products subject to review and approval by the Subcontracts Administration Team.

• Assisting with the preparation of subcontractor Requests for Proposals (RFPs) and Requests for Quotations (RFQs) for distribution to external vendors consultants or teaming partners.

You will gain valuable experience in subcontract management and proposal development from the perspective of Subcontracts Administration including:

• Reviewing Requests for Proposals (RFPs) Requests for Quotations (RFQs) and related solicitation documents to identify subcontract requirements terms and conditions.

• Coordinating with proposal response teams including Pricing Contracts Proposal Coordinators and other stakeholders by attending formal proposal and subcontract review meetings.

• Supporting communications with potential and existing subcontractors regarding documentation compliance requirements and related administrative needs.

As a Purchasing Intern you will provide direct support to the ICF Purchasing Team by:

• Assisting with the review drafting and negotiation of Non-Disclosure Agreements (NDAs) Master Services Agreements (MSAs) Software as a Service (SaaS) and other software subscription agreements Statements of Work (SOWs) and Purchase Orders (POs).

• Supporting procurement file compliance activities including preparing procurement award summaries price analyses and contract documentation.

• Conducting market and supplier research to support sourcing and procurement strategies.

• Serving as a liaison between suppliers and internal business units to address purchasing inquiries explain purchasing processes and assist with issue resolution.

• Assisting with supplier onboarding contract administration and procurement-related reporting and data analysis.

• Supporting internal spend analysis data reconciliation and process improvement initiatives.

You will gain exposure to the sourcing and proposal process from a Buyers perspective including:

• Preparing and distributing Requests for Proposal (RFPs) Requests for Quotations (RFQs) and Requests for Information (RFIs).

• Participating in supplier sourcing and competitive evaluation activities.

• Reviewing supplier proposals for completeness responsiveness and compliance with procurement requirements.

• Supporting supplier negotiations and contract award activities.

• Assisting with supplier performance and risk assessments.

As a Compliance Intern you will focus on supporting policy reporting and data analysis efforts that support the Contracts Procurement and Pricing team as well as other ICF stakeholders. Duties may include:

• Creating new AI bots and job aids for purchasing system compliance topics and contracts compliance guidance

• Researching state and local regulations and requirements for comparison with federal law

• Tracking and updating clause matrices for U.S. Government regulations

• Assisting in data analysis and reporting for small business utilization prime contract data etc.

Basic Qualification:

• At least 30 credit hours of college coursework completed by start date.

• U.S. Citizenship is per Federal contracts
