Programme Manager Data & Analytics Office (DAO)

Our client in the Information Technology and Services industry is looking for a Programme Manager to lead complex Data and Analytics programmes providing oversight across multiple workstreams global delivery teams and project resources. The role will drive delivery execution governance stakeholder engagement adoption and benefits realisation in support of strategic data initiatives.
Lead a team of Project Managers Scrum Masters PMOs Business Analysts and contingent resources across multiple locations while overseeing programme strategy delivery roadmaps budgets risks dependencies and change requirements. Support a data-driven culture through robust governance sustainable capabilities effective change management and delivery of high-profile global programmes.
What you will do:
- Own delivery execution across the programme including oversight of product development roadmaps and adoption plans.
- Develop and manage programme delivery strategies across multiple capabilities projects and workstreams securing stakeholder buy-in for plans commitments and changes.
- Lead programme reporting governance benefits realisation and OKR management in accordance with the Change Framework.
- Lead Project Managers Scrum Masters PMOs and integrated delivery teams to ensure commitments are met across budget benefits schedule and scope.
- Partner with Product teams and SMEs during annual planning and forecasting activities.
- Own the intake and evaluation of new work and change requirements facilitating integrated triage to establish requirements scope and budget.
- Drive stakeholder discussions around delivery strategy scope capabilities and budget.
- Own resource plans with Project Managers and Scrum Masters including indicative pricing and detailed budgets aligned with deliverables and actual work effort.
- Serve as an escalation point for risks issues and dependencies providing solutions-oriented consultation and proactively managing scope and change control.
- Manage negotiations and oversee service agreement monitoring for third-party contracts.
- Use approved change management tools including JIRA and Confluence to establish delivery dashboards and reporting covering financial health deliverables KPIs and OKRs.
- Partner with global Programme Managers and the Programme Office to implement the Data and Analytics Office vision for delivery management and contribute to the evolution of the discipline.
- Establish effective controls procedures and quality assurance processes to ensure consistent outputs and alignment with the Change Framework and Risk and Controls framework.
- Lead governance through Programme Steering Committees and Programme Working Groups.
- Lead platform and data migration programmes including option analysis target-state design roadmaps environment readiness testing parallel runs cutover and back-out planning.
- Manage SAS migration dependencies remediation planning data lineage reconciliation and post-migration assurance.
- Translate requirements across business engineering operations risk security and vendor stakeholders.
- Manage training adoption and operational handover to ensure changes are effectively implemented and sustained.
- Lead and motivate high-performing global teams across multiple locations and cultures within a matrix organisation.
- Manage and mentor Project Management and Scrum team members including resolving escalations setting performance goals coaching career development and balancing workloads.
- Provide leadership establish team performance expectations and monitor progress across complex assignments.
- Coach and train teams to strengthen delivery standards governance discipline and ways of working.
- Drive continuous improvement and proactively develop ideas techniques and processes that add value to the business.
Qualifications :
- Bring 8 years of programme management and delivery leadership experience across large complex global change programmes and multiple workstreams.
- Demonstrate proven experience delivering platform and data migration programmes including SAS migrations and large-scale or big data environments.
- Possess strong programme governance and change management expertise including scope benefits RAID dependencies stage gates controls and audit-ready documentation.
- Offer strong financial services domain knowledge preferably gained within regulated financial institutions and environments involving risk security operations and audit stakeholders.
- Demonstrate exceptional understanding of SAS migration dependencies data remediation lineage reconciliation and post-migration assurance.
- Have experience leading global high-performing teams within complex matrix organisations and across multiple locations and cultures.
- Demonstrate strong Agile delivery experience within programme and product development environments; Agile certifications such as SAFe are advantageous.
- Bring the ability to translate effectively between business engineering operations risk security and vendor stakeholders while managing expectations and adoption.
- Possess strong financial management capabilities including resource planning forecasting budgeting pricing and benefits management.
- Exhibit strategic and solution-oriented thinking with the ability to manage complexity competing priorities and significant change while maintaining strong attention to detail.
- Demonstrate the ability to develop change capability through coaching mentoring and continuous improvement.
- Possess exceptional written verbal and presentation skills with the ability to engage stakeholders from ExCo and Managing Director level through to analysts.
- Have strong negotiation influencing communication and diplomacy skills for complex internal and external stakeholder environments.
- Demonstrate proficiency in spoken and written English.
- Understand data governance risk controls quality assurance and regulatory requirements within complex financial services environments.
