Job Summary

Licensing and Parking Manager 6 Month Contract

Location: Hybrid Working (1-2 Days in Office)
Rate: 26.04 per hour (Umbrella)
Contract: 6 Month Contract
Hours: Full Time
Pay: Bi-weekly

Summary

We are looking for a seasoned Licensing and Parking Manager to join our dynamic Regulation and Safety Service team. This pivotal role involves leading the licensing and parking operations driving service enhancements upholding professional standards and ensuring adherence to pertinent laws and Council guidelines. The ideal candidate will possess extensive experience in licensing adeptly handling licensing issues conducting investigations and inspections drafting and presenting committee reports and offering guidance to senior officials council members businesses and the public. Proficiency in crafting Licensing Committee reports is a must.

Responsibilities

  • Oversee the Councils licensing operations including:
    • Alcohol Licensing
    • Gambling Licensing
    • Taxi and Private Hire Licensing
    • Animal Welfare Licensing
    • Scrap Metal Licensing
  • Investigate complaints service requests and licensing issues.
  • Conduct inspections and compliance checks.
  • Draft compile and present reports for the Licensing Committee.
  • Participate in Licensing Committee hearings and provide counsel to elected officials.
  • Represent the Licensing Authority in legal proceedings and appeals.
  • Formulate enforcement recommendations and compile supporting evidence.
  • Develop and enforce licensing policies and procedures.
  • Ensure adherence to statutory licensing laws and guidelines.
  • Manage and support licensing enforcement activities.
  • Collaborate with internal departments partner agencies and external stakeholders.
  • Address inquiries from council members residents businesses and partner organizations.
  • Maintain precise records and management information.
  • Support initiatives for service improvement and regulatory compliance.
Parking Responsibilities

  • Assist in managing commercial off-street parking facilities.
  • Aid in parking enforcement matters and appeals.
  • Offer guidance to colleagues on parking-related issues.
  • Contribute to the development of parking policies and strategies as needed.
Essential

Requirements
Requirements:

  • Previous experience as a Licensing Officer Senior Licensing Officer or Licensing Manager within a Local Authority.
  • Proven experience in writing and presenting Licensing Committee reports.
  • In-depth knowledge of licensing laws and regulatory procedures.
  • Experience in investigating licensing complaints and conducting enforcement activities.
  • Experience working with elected officials businesses and the public.
  • Ability to prepare reports recommendations and legal documents.
  • Excellent communication and presentation skills.
  • Proficient IT skills including:
    • Microsoft Word
    • Outlook
    • Databases
    • PowerPoint
  • Ability to manage multiple priorities and meet deadlines.
Essential Qualifications

  • General education to A-Level standard or equivalent.
  • Licensing qualification enforcement qualification or willingness to complete a recognized licensing course if applicable.
Desirable

  • Experience in supervisory or management roles.
  • Experience in parking enforcement or management.
  • Experience in court or tribunal settings.
  • Full UK Driving Licence.
  • Experience managing licensing teams or regulatory services.
