Job Summary

Job Summary


To perform the activities necessary for welding inspection and to verify that all welding operations on the GTS-1 22 km x 36-inch Pipeline Re-routing Program meet the required quality standards safety regulations and engineering design specifications. The Welding Inspector serves as quality assurance and control personnel to prevent structural failures minimise costly rework and ensure public safety - in support of the Lead Quality Engineers overall project quality mandate.

Main Accountabilities
Inspection & Verification

  • Conduct inspections of materials fabrication welding pipelines structural works and installations.
  • Review engineering drawings specifications Inspection and Test Plans (ITPs) and procedures.
  • Verify compliance with project quality requirements and applicable codes and standards.
  • Witness inspections tests and Non-Destructive Testing (NDT) activities.

Documentation & Non-Conformance

  • Prepare inspection reports punch lists quality records and documentation.
  • Raise and monitor Non-Conformance Reports (NCRs).
  • Coordinate with project teams to implement corrective actions.
  • Ensure all quality documentation is properly maintained.

Stakeholder Management & Technical Change Management

  • Stakeholder Engagement: with the support of the Lead Quality Engineer and Project Engineer manage day-to-day quality stakeholder relationships across the project team contractors vendors and third parties to align on quality expectations and resolve issues at the work front.
  • Technical Change Management: support the operationalization of the Project Technical Change Management (TCM) process ensuring that field changes are adequately identified captured documented and routed for review and approval before implementation.
  • Action Close-out: track open actions arising from technical changes and ensure they are closed out on time escalating overdue or at-risk actions to the Project and Lead Quality Engineer respectively.

Quality Observation Reporting (PQOR)

  • Raise Observations: raise Project Quality Observation Reports (PQORs) for observed quality issues deviations near-misses and improvement opportunities at the work-front.
  • Follow-through: follow through on PQORs monitoring assigned actions and verifying that observations are effectively addressed.
  • Timely Closure: ensure PQORs are closed out within agreed timeframes and share recurring themes and trends with the Lead Quality Engineer and the Project Quality Delivery Team.

Key Performance Indicators

  • Weld acceptance / repair rate within specification limits.
  • ITP WPS/PQR and code compliance at the work front.
  • Timely witnessing and acceptance of NDT activities.
  • NCR raising accuracy and closure timeliness.
  • On-time closure of technical-change open actions.
  • PQOR raising and closure timeliness.
  • Completeness and accuracy of welding quality records.

Decision-Making Authority

Witness accept or reject welding and NDT activities; stop and report non-compliant welding activities; raise NCRs and Project Quality Observation Reports (PQORs); capture field changes for the Technical Change Management process; verify and sign inspection and test records; and escalate quality risks deviations and overdue actions to the Project Engineers and Lead Quality Engineer.

Requirements

Qualifications Certifications & Experience

  • HND / . in Engineering or a related discipline.
  • Minimum 5 years oil & gas pipeline fabrication / installation experience.
  • A current Level 2 (or equivalent) certification from a recognised scheme such as AWS-CWI CSWIP 3.1 CWB Level 2 or IWI-S.
  • Knowledge of MPI RT and UT techniques with certification to ASNT SNT-TC-1A or ISO 9712 Level II or equivalent.
  • Familiar with QA/QC systems and procedures and working knowledge of the Microsoft Office suite.
  • Valid OPITO / BOSIET or equivalent.
