Whats the role
As a Regulatory Advisor for Low Carbon Fuels (LCF) in Europe you will deliver regulatory intelligence and expert guidance to support the LCF business. The role centres on monitoring interpreting and anticipating EU and national regulatory developments assessing their commercial and strategic implications and translating them into clear actionable insights for the business.
You will collaborate with a broad network of internal stakeholders across Shell plcincluding Aviation Maritime Chemicals Hydrogen Mobility (EV) Feedstocks and M&Aas well as external parties such as industry associations regulators and government ministries working closely with Government Relations and Policy & Advocacy teams.
You will be part of the Shell Trading & Supply (T&S) Products organisation which sits at the heart of Shells downstream business and integrates activities across the company to deliver endtoend value. Low Carbon Fuels is a fastgrowing area within T&S Products established to drive Shells lowcarbon fuels strategy and support the energy transition.
With a primary focus on Europe this role contributes to business strategy development identifies regulatory risks and opportunities and provides trusted subjectmatter expertise to shape Shells policy and advocacy positions on lowcarbon doing so you will help enable the business to meet its renewable fuel and greenhouse gas reduction obligations efficiently while advancing its energy transition ambitions.
What youll be doing
Provide regulatory intelligence to the Low Carbon Fuels business by tracking interpreting and explaining existing and emerging EU and national regulations impacting feedstocks and finished lowcarbon fuels across road aviation and maritime sectors.
Translate regulatory developments into clear commercial and strategic insights identifying risks and opportunities and supporting the development of concrete actions including preparation of briefing and decision material for traders commercial leaders and senior stakeholders.
Act as an external representative and subjectmatter expert for Shell on lowcarbon fuel regulation engaging with regulators industry associations certification bodies and certification schemes on new or amended legislative instruments regulatory interpretation and implementation questions.
In close collaboration with Government Relations Policy & Advocacy and relevant Shell plc businesses in Europe contribute to the shaping and alignment of Shells European LCF regulatory strategy and market design positions.
Support businesses in the implementation of regulatory requirements resulting from either new regulations or changes to existing regulations that would impact T&S LCF and associated businesses.
What you bring
Strong expertise in EU and national regulations impacting lowcarbon fuels including RED / RED III FuelEU Maritime ReFuelEU Aviation ETS CORSIA and IMO frameworks as well as related regulations with indirect market impact.
Solid understanding of carbon reporting and accounting systems both mandatory (e.g. ETS RED) and voluntary (e.g. GHG Protocol SBTi) and how they link to renewable transport fuel frameworks.
Extensive experience with chainofcustody and traceability requirements under the Renewable Energy Directive including mass balance systems and relevant databases or registries such as the Union Database CARBURE Nabisy or ROS.
Indepth knowledge of the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) and/or voluntary sustainability certification schemes such as ISCC PLUS is beneficial.
Ability to analyse complex legal and regulatory texts with strong attention to detail and translate them into clear actionable insights for commercial and senior stakeholders.
Proven capability to synthesise large volumes of regulatory information into concise briefings summaries and training materials that support decisionmaking advocacy and implementation.
Confidence to formulate views challenge assumptions constructively and contribute to shaping regulatory strategy and policy positions.
Strong stakeholder management skills with the ability to build and maintain effective relationships across multiple internal functions as well as with external bodies.
Comfortable operating in a fastpaced highpressure commercial environment managing multiple priorities in parallel.
Highly motivated selfstarter with a strong learning mindset team orientation and excellent written and verbal communication skills.
Fluent/native French strongly preferred. Proficiency in additional languages such as Spanish Italian or Dutch is considered a plus.
