Spektrum supports apex purchasers (NATO UN EU national governments and defence organisations) and their Tier 1 supplier ecosystems with a wide range of specialist services. We provide our clients with professional services specialised aerospace and defence sales delivery support and operational subject-matter expertise. We are looking for personnel to join our team and support key client projects.
WHO WE ARE SUPPORTING
The NATO Communications and Information Agency (NCI Agency) is responsible for providing secure and effective communications and information technology services to NATO member countries and partners. The Agency was established in 2012 and is headquartered in Brussels Belgium.
The NCI Agency provides a wide range of services including:
- Cybersecurity: Advanced cybersecurity solutions that protect NATO communication networks and information systems against cyber threats.
- Command and control systems: Development and maintenance of systems used by NATO military commanders to plan and execute operations.
- Satellite communications: Secure and reliable communication services for NATO forces.
- Electronic warfare: Services that support NATOs ability to detect deny and defeat threats to its communication networks.
- Information management: Management of NATOs IT infrastructure including databases applications and servers.
Overall the NCI Agency plays a critical role in ensuring the security and effectiveness of NATOs communication and information technology capabilities.
THE PROGRAMME
Assistance and Advisory Services (AAS)
The NCI Agency is NATOs principal C3 capability deliverer and communications and information systems service provider. It provides maintains and defends NATOs enterprise-wide information technology infrastructure enabling Allies to consult under Article IV and when required stand together in the face of an attack under Article V.
To provide these critical services in a modern and rapidly evolving environment the NCI Agency must build and maintain a high-performing and engaged workforce. Its workforce consists of three main categories: NATO International Civilians military personnel and Interim Workforce Consultants. Interim Workforce Consultants are a critical part of the Agencys workforce and represent approximately 15% of its total personnel.

ROLE DUTIES AND RESPONSIBILITIES
- Identify and evaluate alternative architectures and the associated trade-offs in cost performance and scalability.
- Document architecturally significant decisions.
- Produce specifications for cloud-based or on-premises components tiers and interfaces for translation into detailed designs using selected services and products.
- Support projects and change initiatives by preparing technical plans and applying appropriate design principles.
- Align solutions with enterprise and solution architecture standards including security standards.
- Follow agreed standards and apply appropriate techniques to elicit and document detailed requirements.
- Review requirements for errors and omissions.
- Provide input to the requirements baseline.
- Ensure projects are carried out in accordance with agreed architectures standards methods and tools while addressing security and privacy requirements.
ESSENTIAL SKILLS EXPERIENCE AND CERTIFICATIONS
The service contractor must have experience working in distributed technical environments and with modern platform-delivery practices including:
- Cloud platforms and hybrid environments including Azure AWS Kubernetes and containerised deployment models.
- Networking secure connectivity and infrastructure constraints relevant to NATO environments.
- DevOps tooling CI/CD platforms such as GitLab and infrastructure automation.
- Site and deployment engineering.
- Laboratory and simulation-environment support.
- Tool administration and engineering support for model-based systems engineering and related engineering environments.
The service contractor must hold a Bachelor of Science degree from a nationally recognised or certified university in a technical subject containing substantial information technology content together with at least three years of relevant post-related experience.
Exceptionally the absence of a university degree may be compensated for by demonstrated abilities or experience of particular interest to the NCI such cases the candidate must have at least five years of extensive and progressive experience performing duties related to the functions of the position.
DESIRABLE EXPERIENCE
- Previous experience working in an international environment comprising both military and civilian personnel.
- Knowledge of NATOs organisation internal structure and associated relationships.

- The Hague Netherlands.

TRAVEL
- Some travel to other NATO sites may be required.
SECURITY CLEARANCE
- A valid national or NATO Secret personal security clearance is required.
