Who we are supporting
The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATOs member countries and its partners. The agency was established in 2012 and is headquartered in Brussels Belgium.
The NCIA provides a wide range of services including:
- Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATOs communication networks and information systems against cyber threats.
- Command and Control Systems: The NCIA develops and maintains the systems used by NATOs military commanders to plan and execute operations.
- Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
- Electronic Warfare: The NCIA provides electronic warfare services to support NATOs mission to detect deny and defeat threats to its communication networks.
- Information Management: The NCIA manages NATOs information technology infrastructure including its databases applications and servers.
Overall the NCIA plays a critical role in ensuring the security and effectiveness of NATOs communication and information technology capabilities.
The program
Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATOs principal C3 capability deliverer and CIS service provider. It provides maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV and when required stand together in the face of attack under Article V.
To provide these critical services in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorises: NATO International Civilians (NIC)s Military (Mil) and Interim Workforce Consultants (IWC)s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

RoleDuties and Responsibilities
- Geospatial Data Management
- Maintain organize and manage geospatial datasets and metadata.
- Support data ingestion transformation validation and quality assurance processes.
- Develop andmaintaingeodatabases and spatial data repositories.
- Monitor andmaintainspatial data integrity consistency and version control.
- Coordinate data backups and archival procedures.
- Maintain documentation for geospatial datasets workflows and system configurations.
- Support data governance and compliance with organizational GIS standards.
- Cloud and On-Premises GIS Administration Support
- Support geospatial environments hosted in cloud platforms and on-premisesservers. (Regular backups up to date documentationsystem improvement obsolescence management etc.)
- Coordinate with Geospatial IT personnel tomaintainsecure GIS
operations.
- Assistwith deployment maintenance and troubleshooting of GISservices and applications.
- Spatial Analysis Support
- Perform basic spatial analysis using GIS software and scriptingtools.
- Create maps and visualizations to support operational andbusiness needs.
- Conduct spatial queries overlays buffering proximity analysisand data summarization.
- Support data preparation for modelling reporting and decision-making activities.
- Assistin generating standard GIS products and analyticaloutputs.
Collaboration and Support
- Participate in project meetings and provide status updates.
- Support documentation on all levels.
- Collaborate with analystsdevelopersand engineers.
- Recommend improvements to geospatial workflows data management practices and system efficiency.
- Integrate into an international team of geospatial experts
EssentialSkillsExperienceand Certifications
- Education:
- A minimum requirement of a bachelors degree at a nationally recognised/certified Universityin the area ofGeospatial Sciences or related field and 2 years post-related experience. Alternatively the lack of a university degree may be compensated by the demonstration of a candidates particular abilities or experience
that is/are of interest to NCI Agency that is at least 6 years
extensive and progressive expertise in duties related to the
function of the post.
- Experience:
- At least 3 years professional experiencein the area ofgeospatial data management
- Minimum 3-year experience on the ESRI Enterprise SW Suite
including desktop and server components used for geospatial data production and maintenance
- Solid understanding of geographic matters: data types
coordinate systems projections metadata
- Solid experience with different GI data formats for vector andraster
- Expert level experience in GIS database management
- Solid experience in quality assurance and quality control inGeospatialdata
- Expert level understanding of assessing accuracy of High-Resolution geospatial products
- Expert level understanding of vector data manipulation
- Expert level understanding of raster data manipulation
- Expert level understanding of common raster formats and theirpros andcons
- Minimum 5 years experience using ArcGIS Desktop Software(ArcGIS Pro) including data editing datamanagementandadvanced functionalities of mosaic datasets
- Understanding of geospatial analysis
- Familiarity with backup strategies
- Familiarity with data transfer protocols and tools
- Expert Knowledge in Microsoft Excel
- General Office software familiarity
- Strong analytical organizational and communication skills
- Proven ability to integrate and work in a multinational team
- Fluent business English Professional
- Desirable:
- Knowledge and experience working against NATO standards
- Experience preparing geospatial data for NATO systems
- Proven experience in development of tools using ArcGIS ToolboxandArcPy
- Experience using ArcGIS Server/ArcGIS Image Server for dataoptimisationpublishingand caching of OGC web services such asWMS and WMTS
- Expert level understanding of raster tile creation based on tilingschemas including the ArcGIS/Google/Bing tiling schema
- Experience in designing and configuring an enterprise geodatabase as well as managing data within a geodatabase or a database
- Prior experience of working in an international environmentcomprisingboth military and civilian elements
