Position Summary

The organization is modernizing its services operations and information provision through the Strengthening Common Ground (VCG) collaboration with the national Common Ground community the program is building a component-based Common Ground Platform managed within a Kubernetes-based CI/CD pipeline.

We are seeking a Business Analyst & Configuration Specialist focused on Case-Oriented Working. This role serves as a crucial bridge between business stakeholders and technical execution directly shaping configuring and implementing functional solutions on the platform.

Key Responsibilities
  • Stakeholder & Requirement Analysis: Elicit inventory and document user requirements business needs use cases user stories and functional/non-functional specifications for case-oriented working.
  • Process Modeling & Functional Design: Create detailed BPMN process models and functional designs to map business processes information flows and functional specifications.
  • Platform Configuration: Directly configure business processes and widgets within platform components (e.g. GZAC Valtimo Open Zaak IKO) without hands-on coding.
  • Architecture & Technical Collaboration: Translate business demands into generic reusable Common Ground services while collaborating closely with Technical-Business Engineers and Solution Architects.
  • Agile & Community Facilitation: Facilitate and participate in alignment sessions with scrum teams external suppliers and national municipality partners.
  • Implementation & Adoption: Monitor implementations deliver demonstrations conduct user training and refine platform capabilities based on feedback.
Mandatory Candidate Qualifications
  • Education & Experience: WO working/thinking level with a minimum of 5 years of relevant experience as a Business Analyst or Business Consultant within an ICT context (including requirements gathering user story mapping and functional design).
  • Common Ground Expertise: Demonstrable knowledge of the Common Ground ecosystem and familiarity with its underlying components.
  • Hands-on Configuration: Proven ability to configure solutions directly within platform components such as GZAC Valtimo Open Zaak and IKO.
  • Communication & Technical Bridge: Demonstrated capability to translate functional needs into technically feasible configurable solutions while collaborating effectively across business engineering and architecture teams.
  • Language Proficiency: Full professional fluency in Dutch (written and spoken).
  • On-Site Availability: Willingness to work at least 2 days per week on-site at the City Office.
