Southwest Power Pool is seeking a Manager / Senior Manager Market Surveillance and Mitigation to join our dynamic Market Monitoring team. This person develops defines and implements strategic plans that allow for the successful accomplishment of the MMU departmental responsibilities and obligations under the Tariff.
The Manager / Senior Manager develops both strategic and tactical departmental and team goals and leads team in completing those initiatives efficiently and with quality results. This is accomplished through the direct management of staff and contractors collaboration with MMU leadership and the diligent coordination with other company departments and the Oversight Committee.
This person is the primary decision maker for the Market Surveillance and Mitigation team with the authority to make final decisions impacting significant MMU initiatives and delegate additional tasks where appropriate. The Manager / Senior Manager is responsible for the performance and the development of staff assigned to his/her section including evaluating and developing leadership within the team. This person discusses development plans with their direct reports and manages individual performance through real-time coaching and periodic performance reviews.
ESSENTIAL FUNCTIONS
Develop and define strategic plans and departmental goals that maximize the teams contributions to the overall success of the MMU initiatives
Independently identify priority initiatives that align with the requirements and obligations of the MMU per FERC Orders and the SPP Tariff
Ensure independence from the RTO while facilitating interaction with other SPP departments SPP committees and stakeholders to ensure effective market monitoring and surveillance
Independently represent the Market Monitoring department with SPP staff and management market participants and federal and state regulators
Provide senior leadership and direction for the MMU and serve as primary decision-maker for issues involving assigned functions
Maintain an advanced and competent understanding of the business and technical requirements of the market surveillance functions and obligations under the Tariff
Accountable as primary decision marker for the management of the day-to-day surveillance of market outcomes and market participant behavior and coordinate interaction with market participants and FERC as needed
Develop and lead plans for the the review and analysis of market data for compliance with the market power and mitigation rules as well as other market rule violations and identify issues with current rules and develop solutions
Manage the acquisition storage and processing of all market participants and RTO data required to perform market monitoring related functions
Collaborate with MMU leadership team on the development of MMU comments on protocol and Tariff revisions and related FERC filings as needed
Manage interaction and relationship with FERC Office of Enforcement staff on market oversight and investigations matters
Brief Oversight Committee on market surveillance activities and other issues where appropriate Ensure appropriate processes and procedures for surveillance of SPP markets
Select and evaluate applicants for open positions recommend salary and position adjustments
Manage budget development for assigned functions and ensure compliance with approved budget
Develop direct reports through training coaching goal setting mentoring and regular touch-base manage staff performance through goal setting tracking recognition and other real-time feedback methods. Identify and develop leadership for the team.
Manage contractor and vendor relationships as needed to assist in the performance of market monitoring functions
Lead manage and participate in special projects as assigned
Education Requirements:
Bachelors degree in economics engineering mathematics computer science or similar field
Experience Requirements:
Senior Manager: Eleven (11) years of experience in organized electric markets related to monitoring market design market operations or similar functions
Manager: Seven (7) years of experience in organized electric markets related to monitoring market design market operations or similar functions
Other Requirements:
Demonstrated leadership ability
Competency in managing and motivating a diverse staff with a variety of expertise
Skills to carry out all supervisory responsibilities with minimal supervision
Capability to work effectively with a wide array of stakeholders including SPP executives Board of Directors and committees SPP members market participants and FERC staff
Must be flexible to address constantly changing market conditions and priorities
Understanding of and compliance with SPP Policies and Procedures
