Reporting To: Manager / Head – Tendering & Pre-Contracts

Job Purpose

To prepare competitive techno-commercial bids for Mechanical Utility Piping projects by reviewing tender documents estimating project costs coordinating with OEMs and vendors identifying risks and ensuring timely submission of accurate and profitable proposals.

Key Responsibilities

1. Tender Review & Bid Management

• Review tender documents BOQs specifications drawings and contract conditions.

• Identify scope of work exclusions assumptions and commercial risks.

• Prepare tender queries and participate in pre-bid meetings.

• Coordinate with clients consultants and internal departments for clarifications.

• Ensure timely submission of technical and commercial bids.

2. Cost Estimation

• Prepare detailed cost estimates for:

o Compressed Air Piping

o Process Piping

o Utility Water Piping

o Chilled Water Piping

o Cooling Water Piping

o DM Water Piping

o RO Water Piping

o Nitrogen Piping

o Steam & Condensate Piping

o Fuel Oil/HSD Piping

• Estimate quantities from drawings and BOQs.

• Prepare detailed material take-offs (MTO).

• Develop labour productivity calculations and installation costs.

• Prepare equipment and material costing.

3. Vendor & OEM Coordination

• Float enquiries to approved vendors.

• Obtain techno-commercial quotations.

• Conduct technical comparison of vendor offers.

• Negotiate commercial terms to achieve target costs.

• Coordinate with OEMs for compressors pumps filters valves piping systems and accessories.

4. Technical Evaluation

• Review vendor deviations.

• Ensure compliance with project specifications.

• Prepare technical comparison statements.

• Recommend technically acceptable vendors.

• Support value engineering proposals.

5. Commercial Evaluation

• Prepare cost sheets and bid summaries.

• Analyse market rates.

• Identify cost-saving opportunities.

• Prepare bid margins and profitability analysis.

• Recommend final selling price.

6. Documentation

• Prepare:

o Technical Bid

o Commercial Bid

o BOQ Compliance

o Vendor Comparison

o Cost Sheets

o Clarification Register

o Assumptions & Exclusions

o Bid Submission Documents

7. Coordination

• Work closely with:

o Design Department

o Clients & Consultants

8. Value Engineering

• Suggest alternative makes.

• Propose optimized piping layouts.

• Recommend alternative materials where technically acceptable.

• Improve project profitability without compromising quality.

Educational Qualification

• B.E./ in Mechanical Engineering

Experience

• Tendering Engineer: 2–4 years

• Experience in Mechanical Utility Piping Industrial Projects HVAC Pharmaceutical Data Centre FMCG Automotive Semiconductor or Manufacturing projects preferred.
